As the Airport Security Manager, you will develop, implement, and manage the Airport Security Program and associated functions to help ensure the safe, efficient, and secure operation of the Airport and ancillary facilities.

Airport Security Manager

Shall be designated by the Vice President and Airport Manager (Airport Manager) as the “Airport Security Coordinator” (ASC) upon completion of site-specific ASC training.

Serves in the Airport Operations Department at either Ronald Reagan Washington National Airport (DCA) or Washington Dulles International Airport (IAD).

Through subordinate staff, or personally, and in collaboration with the Airport Manager, Supervisor, other executives, and key staff throughout the Airports Authority, develops, implements, and manages the Airport Security Program in accordance with the Transportation Security Administration (TSA) regulations as well as other standards and best practices. Performs related functions.
GENERAL RESPONSIBILITIES
Performs the functions and responsibilities of the ASC role as outlined in TSA regulations 49 CFR 1542.
Serves as the Airport's primary and immediate contact for security-related activities and communications with TSA. Remains available to the TSA on a 24-hour basis.
Develops, implements, and manages the Airport Security Program and associated policies, procedures, and functions to ensure the safe, efficient, and secure operation of the Airport complex.
Ensures compliance with safety and security program and procedures in accordance with Airport Directives and applicable TSA and Federal Aviation Regulations (FAR) including 49 CFR Parts 1540 (Civil Aviation Security: General Rules) and 1542 (Airport Security), and 14 CFR Part 139 (Certification) requirements.
Manages the Operations Security Division, including planning and directing the Airport Pass & ID office to ensure security compliance and efficient operations. Directly or through subordinates, conducts frequent audits of the operation and systems in accordance with governing rules, regulations, and policies.
Oversees the installation, configuration, operation, and maintenance of the Airport’s Electronic Security Systems (ESS), including, but not limited to, the Access Control and Alarm Management System, the Identification Management System, the Physical Security Information Management System, and the Video Management System.
Oversees the deployment and management of contract security guard services; develops, implements, and enforces policies, procedures, performance standards, and management objectives.
Provides key program management support to the Airport Manager and staff on airport security and other matters related to the overall security of the Airport complex. Assists Supervisor in maintaining constant awareness of conditions, activities, and changing requirements affecting airport security.
Takes action to ensure the containment of potential threats or incidents, including, but not limited to, notification of changes in security conditions through issuance of Security Bulletins, restricting or modifying secure area access, and the confiscation of ID badges, as necessary.
Directs actions by or intervenes with air carrier, tenant, and Airports Authority personnel to help resolve or mitigate safety, security, customer service, or other issues.
Develops, implements, and manages compliance and enforcement programs related to Airport Security requirements and safety requirements of the Airport complex. Oversees the investigation, mitigation, and resolution of security incidents, concerns, and major safety violations.
Coordinates with Airport Police and other emergency personnel, TSA, CBP, FAA, airlines, tenants, and other stakeholders regarding events that may impact Airport security such as emergency training/drills, use of the airport by the “high risk” diplomats and government officials to ensure adherence to the Airport’s operations, security and safety standards.
Performs functions within the Airport Operations Center during irregular or emergency operations or as needed.
Initiates and directs the appropriate Airport Contingency Plan(s) and makes decisions on behalf of the Airport Manager during airport emergencies and other events. Performs as the Incident Commander.
[IAD Only] Oversees the development and management of the Game Control Program as part of the Wildlife Hazard Management Program in compliance with FAR Part 139.337, “Wildlife Hazard Management”.
Coordinates with the Airports Authority Office of Communications when responding to news media requests for information or other newsworthy activities occurring at the Airport. Notify the Supervisor and/or Airport Manager of any conditions or activity that result in media attention.
Serves as Contracting Officer's Technical Representative (COTR),
May substitutes for the Airport Operations Department Manager in that person’s absence.
Performs other duties as assigned.
QUALIFICATIONS
Seven years of progressively responsible experience in airport or airline operations as a full performance level Operations Officer, or in a comparable job class in airport or airline operations at either a 14 CFR Part 139 certified airport OR seven years of military air operations experience, OR a combination of the two provided that totals seven years of operations experience.
Two of the seven years of experience must have been at a TSA Security Category I or higher airport as a full performance level Operations Officer, or in a comparable airline or military position.
Knowledge of and ability to lead an airport’s, airline’s, or military airport security program.
Ability to make critical, effective decisions in a timely, clear, and authoritative manner.
Knowledge of aircraft operations, including navigational and unusual aircraft operating characteristics and the ability to evaluate aircraft and air traffic requirements to ensure safe operations.
Knowledge of requirements and procedures of airport security and safety including 49 CFR Parts 1540 (Civil Aviation Security: General Rules), 1542 (Airport Security), 14 CFR Part 139 (Certification) and 49 CFR Part 1544 (Aircraft Operator Security: Air Carriers and Commercial Operators).
Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.
Ability to speak and write effectively
Skill in using a computer and modern office suite software, with an emphasis on airport operations and financial systems/software.
PREFERRED QUALIFICATIONS
Airport Security Coordinator (ASC) certification from the American Association of Airport Executives (AAAE).
Airport Certified Employee (ACE) – Security Certification or Accredited Airport Executive (AAE) Certification from the American Association of Airport Executives (AAAE).
Two years designated as an Airport Security Coordinator at a Cat X or I airport OR Four years designated as a Ground Security Coordinator for an airline regulated under 49 CFR Part 1544.
EDUCATION
A bachelor's degree in any field.
CERTIFICATIONS AND LICENSES REQUIRED
A state driver’s license in good standing.
NECESSARY SPECIAL FACTORS
Operates vehicle landside and airside (requires AOA permit).
Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, customer service, and other factors.
May be subject to the possibility of bomb and terrorist threats, irate passengers, large crowds, airport trespassers with ill intent, and adverse weather conditions.
May be subject to potential hazards common to the airport environment, including exposure to hazardous materials and noise exceeding 85 decibels. Wears personal protective gear, as necessary.
Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal.
May be subject to night/weekend work. Works rotating shifts.
A background security investigation will be required for all new hires.
