Senior Project Administrator
As Senior Project Administrator, you will assist in administrating and managing major construction projects for the Metropolitan Washington Airports Authority.
Serves in the Construction Department of the Office of Engineering at Washington Dulles International Airport (IAD).
Assists in the administration and management of Capital Construction Program (CCP) projects and large projects funded by the Capital, Operating, and Maintenance Investment Program (COMIP) throughout the Airports Authority including projects at Washington Dulles International Airport (IAD) and Reagan National Airport (DCA), Performs special studies and projects to establish and improve construction scheduling, quality assurance, cost control, progress reporting, and safety. Performs related functions.
GENERAL RESPONSIBILITIES
Assists in overseeing assigned construction activities in conjunction with the Project Manager (PM) and / or Construction Manager (CM).
Performs and / or oversees all document entries into the Project Management Information System (PMIS).
Assists the PM and / or CM in the development of construction change order estimates.
Provides support to project construction inspectors and construction representatives ensuring that the entire scope of the work is performed and that all quality requirements placed on the construction / installation contractor are strictly enforced.
Attends and participates in kick-off, preconstruction, progress, stakeholder, and other project-related meetings. Provides necessary coordination, develops meeting agendas, and captures meeting minutes for the record.
Reviews drawings and specifications and assists in the coordination of work with multiple disciplines.
Participate in design review conferences of proposed contract changes; Assist in the reviews of Scopes of Work (SOW), plans, and specifications prior to implementation of changes to assess construction feasibility and practical accomplishment.
Collaborates with contractors, engineers, trade supervisors, and craftworkers regarding construction or design issues.
Supports project personnel to ensure proper quality and quantity of materials and equipment, adequacy of contractor's methods, procedures, and operations, effectiveness of the quality of contractor's controls, and assures that the work is carried out in accordance with plans and specifications.
Collaborates with construction inspectors and construction representatives to track and resolve safety and quality deficiencies.
Ensures compliance with applicable Airports Authority and Occupational Safety and Health Administration (OSHA) safety rules and regulations.
Assist with acceptability of completed work, adequacy of construction equipment, the practicability of construction operations, and reasonableness of schedules and cost estimates.
Reviews shop drawings and assists in preparing and coordinating responses to contractor requests for information, analyses, and research technical portions of the contract requirements for other participants.
Ensures that contract construction managers, consultants, and in-house support personnel maintain effective construction surveillance utilizing project controls and protocols.
Coordinates the submission of construction progress reports; reviews reports for adequacy and accuracy, schedules, and laboratory reports; reviews / approves shop drawings, material lists, and related materials; and collaborates with designers on submitted items to ensure that design intent is accomplished in construction.
Reviews highly complex architectural and engineering designs and contract documents prepared by others to enhance project constructability so that construction activities may proceed expeditiously.
Recommends improvements to contract documents to better align with the "owner's" or user's needs, enhance construction efficiency, and reduce costs. Works to minimize inconvenience to airlines, tenants, and airport users, ensuring the airports remain operational throughout construction.
Coordinates with design Architecture / Engineering firms' provision of construction phase services to ensure procedures and processes are correctly followed for submittals (such as shop drawings, documents, material samples, etc.), and to facilitate project meetings and site visits, correspondence, and processing of Requests for Information.
Coordinates projects with the Federal Aviation Administration (FAA), Virginia Department of Transportation (VDOT), Washington Metropolitan Area Transportation Authority (WMATA), and other Federal, state and local governmental agencies, as required.
Assists with ensuring construction project compliance with the FAA Airport Improvement Program (AIP), as applicable.
Coordinates with the Airports Authority's Environmental and Sustainability Department to ensure construction operations are conducted safely and comply with all State and Federal rules and regulations. Makes periodic and special site visits during all phases of construction to verify compliance.
Coordinates all construction and related activities to ensure that the Airports Authority, as owner or user, is prepared to take over the operation and maintenance of completed projects. Ensures the completion and turnover of all relevant closeout documentation to the Airport Authority.
May participate in panels to select consultants and contractors for design and construction contracts; provides technical input to Contracting Officers.
Supports the Contracting Officer's Technical Representative (COTR) by monitoring and evaluating vendor performance to ensure compliance with contract terms. Coordinates vendor activities to deliver efficient services and prevent or mitigate inconvenience for users; reviews invoices and payment applications, approves payment, resolves payment issues, and prepares contract modifications as needed.
Performs other duties as assigned.
QUALIFICATIONS
Six years of progressively responsible experience in construction project administration, including assisting with large-scale construction project controls / administration. An equivalent combination of education and experience may be considered.
Knowledge of and ability to apply planning-design-construction procurement and project management processes and A / E project accounting procedures.
Knowledge of engineering and construction project management and safety practices and ability to apply them to help ensure projects are within budget, on schedule, consistent with contracts and industry standards, and properly recorded in databases.
Knowledge of construction industry standards and practices (e.g., civil and structural construction, electrical, plumbing, fire protection, and ability to apply it to evaluate construction drawings and specifications to ensure compliance with building codes.
General knowledge of the principles and practices of engineering, with emphasis on civil and structural engineering and project management, and ability to provide technical and procedural support on project controls to construction managers and help revise guidelines for construction safety, quality, scheduling, cost control, and progress reporting.
Ability to make detailed analyses of data and information and make recommendations.
Ability to speak and write effectively.
Skill in using a computer and modern office suite software, with an emphasis on engineering project management software / systems.
Ability to effectively utilize office productivity software to draft documents, prepare spreadsheets, perform engineering calculations and statistical analyses, prepare presentations, prepare reports, communicate via email, conduct Internet research, etc.
PREFERRED QUALIFICATIONS
Experience in construction project cost estimation, and change management.
Certification as an Architect or Engineer in Training (EIT) in the Commonwealth of Virginia or official verification of passing the Fundamentals of Engineering (FE) examination of the National Council of Examiners for Engineering and Surveying (NCEES).
EDUCATION
Bachelor's degree in architecture or engineering, Construction Management, or a related field.
CERTIFICATIONS AND LICENSES REQUIRED
A state driver's license in good standing.
NECESSARY SPECIAL FACTORS
Operates vehicle landside and airside (requires AOA permit).
Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.
May be required to work 50% of the work hours on nights and weekends depending on project schedules and airport / roadway operations.
Work requires some physical exertion, such as periods of standing; walking over rough, uneven or slippery surfaces; recurring bending, crouching, stooping, stretching, climbing, and regular visits to construction sites.
Much of the work is performed at construction sites and involves exposure to common construction workplace hazards and adverse weather. The incumbent is required to use appropriate Personal Protective Equipment (PPE) to comply with MWAA safety policies and requirements. There is a risk of injury from moving construction equipment and unstable materials in the work area.
A background security investigation will be required for all new hires.
