The Payroll Compliance Manager is responsible for keeping all payroll processes in full compliance with federal and state labor laws, as well as with the collective bargaining agreements (CBAs) applicable to the company, particularly the CBA with Local 1245 of the International Brotherhood of Electrical Workers (IBEW). This role will oversee the Payroll Department and ensure timely and accurate payroll processing, manages audits, and addresses discrepancies while upholding company standards and regulatory requirements.

This role will oversee the Payroll Department and ensure timely and accurate payroll processing, manages audits, and addresses discrepancies while upholding company standards and regulatory requirements.
WHAT WE ENTRUST YOU TO DO
- Maintain up-to-date knowledge of all applicable federal and California labor laws, including wage and hour laws, overtime requirements, and pay rate regulations.
- Ensure company payroll practices are aligned with California labor laws, the Fair Labor Standards Act (FLSA), and other relevant regulations.
- Monitor and ensure full compliance with all aspects of the IBEW Local 1245 CBA, including wage rates, overtime rules, travel pay, subsistence, per diem, meal period provisions, and benefits.
- Collaborate with internal and external auditors to provide requested payroll information for compliance reviews.
- Review payroll entries for accuracy, addressing any errors or discrepancies promptly.
- Lead payroll audits to verify that payroll transactions comply with internal policies, federal/state laws, and union agreements.
- Direct the Payroll Department, ensuring proper training, task delegation, and performance evaluation to maintain a high level of accuracy and compliance.
- Interpret and implement provisions of the IBEW Local 1245 collective bargaining agreement in the company’s payroll system.
- Serve as the key liaison with union representatives to address questions or disputes related to payroll and CBA compliance.
- Track and report all required information related to union dues, wage increases, benefits, and other negotiated items.
- Work closely with the HR, accounting, and operations teams to ensure alignment of payroll processes with business needs and compliance requirements.
- Provide guidance to managers on how to ensure payroll compliance for all non-exempt employees, including meal periods, rest breaks, and overtime pay.
- Stay in communication with other departments to ensure cross-functional issues that impact payroll are addressed promptly.
- Develop and implement policies and procedures to improve payroll accuracy and efficiency.
- Recommend and implement systems and tools to enhance payroll and compliance processes, including automated systems for tracking time and labor.
WHAT YOU BRING TO THE TABLE
- Strong knowledge of federal and California labor laws and regulations, particularly wage and hour laws.
- Proficiency in payroll software systems and advanced Excel skills.
- Strong attention to detail and organizational skills.
- Excellent communication skills, both written and verbal.
- Ability to work independently and as part of a team in a fast-paced environment.
- Strong leadership and supervisory skills to manage a payroll team effectively.
- Problem-solving skills to handle payroll discrepancies and compliance issues.
- Familiarity with payroll audits, internal controls, and best practices.
- A commitment to maintaining the confidentiality and security of payroll data.
- May require occasional evening or weekend work to meet payroll deadlines or attend meetings.
- Ability to occasionally travel to various job sites and office locations as necessary.
- High School Diploma or GED.
- Bachelor’s degree in Accounting, Finance, Business Administration, or related field preferred.
- Minimum 8 years of experience in payroll administration with a focus on compliance, including at least 5 years in a supervisory role.
- Experience working with union contracts and interpreting collective bargaining agreements, especially with IBEW Local 1245, is highly desirable.
