I) Job Purpose
The Operations Director - Program Business Operations is responsible for overseeing all fiscal activities within Program Systems (System of Care), ensuring effective expense control and revenue maximization. This role involves establishing minimum standard practices in accordance with generally accepted accounting principles and providing administrative guidance and supervision in budgeting and business operations. This position assures the agency follows the financial aspects are managed according to Generally Accepted Accounting Principles (GAAP), Government Accounting Standards Board (GASB), Federal Uniform Grant Guidance (UGG), Texas Grant Management Standards (TxGMS), and contract / grant terms as appropriate including 2 CFR part 200.
II) Essential Functions
A) Oversee and assist System of Care Network, Research Department, Patient Financial Services (PFS), and Patient Benefits Services (PBS) with budgetary and financial support, including developing accurate financial reports, monitoring adherence to budgetary plans, and ensuring timely submission to relevant parties.
B) Participate in and complete Agency budgets within required timelines, compare required budgets from grants / funding sources, and review / approve Budget Adjustment Requests (BARs).
C) Collaborate with Business Operations and Accounting staff to manage General Ledger activities, facilitate month-end reports, resolve discrepancies in financial statements, and assist with Journal Entries / Reclasses of expenses as needed.
D) Provide supervision by hiring qualified applicants, conducting orientations, explaining job duties, performing evaluations, and resolving staff performance issues according to agency procedures and timelines.
E) Maintain professional growth and development by completing agency and program orientations, annual training, and attending relevant meetings, webinars, and in-services as requested.
F) Support the exploration, implementation, and immersion of the three pillars of trauma wise care (Felt-safety, connection and regulation) across systems, within daily practice, and to support patients and employees.
G) Embrace and enhance the practices of Trust Based Intervention and Boss to Coach to scaffold and build the capacity of employees.
H) Work on specific projects as assigned by the Business Operations Administrator.

IV) Internal & External Customer Service
A) This position requires extensive internal and external contacts. The employee will accomplish this with advanced written and verbal skills.
B) Must demonstrate compassion, trauma-informed care, and safety practices including suicide safe care.
V) Travel
A) Adhere to MHMR Mileage and Travel reimbursement policy and any other aspect regarding travel.
VI) Equipment Used
A) Utilized as required for position.
Minimum Requirements
VII) Minimum Qualifications
A) Minimum Education : Bachelor's Degree
B) Defined Education : Accounting, Finance, Business Administration, or Health and Human services field
C) Preferences : None
D) Substitutions : High School Diploma and twelve (12) years' experience
E) Years' Experience : Eight (8) years
F) Defined Experience : Budgeting, Finance, Community Center, Local / State Government, Grant Management, or a related field
G) License / Certifications : Valid Texas Driver's License
H) Special Courses : None
I) Supervisory Experience : Three (3) years
VIII) Agency Requirements
A) All staff are required to participate in agency Emergency Preparedness and Environmental Safety programs and may be assigned by their department as a key / essential staff level function during critical events or for the purpose of sustaining business continuity.
B) This position may require temporary or permanent re-assignment to any MHMR Tarrant facility as determined by program needs and / or the Division / Director.
C) Assigned work hours may change as the needs of the agency change.
D) The Functional Title of this position may change as the needs of the agency change.
E) All work will be completed within the scheduled work hours. All non-exempt (hourly) employees are expected to clock in and clock out for each work shift, no work should be done off the clock.
F) MHMR reserves the right to change, add to or eliminate positions as it deems appropriate.
G) Employment is at will, as well as agency needs may change.
H) Agency dress code is to be followed at all times.
I) Physical on-site presence, including regular attendance and punctuality, is an essential function of this position. Any changes or adjustments to your assigned work schedule or shift hours must be approved by your supervisor in advance.
