Description
I) Job Purpose
The Program Operations Accountant assists all programs at agency to control expenses and maximize resources. The position utilizes education and training to make sound business decisions, ensuring compliance with local, state and federal regulations. It leverages knowledge of programmatic requirements, financial systems, policies, and processes, exercising discretion and independent judgment in projects and business operations.
II) Essential Functions
A) Monitor and provide non-intern match support for the agency, acting as a liaison for match-related operational and financial matters.
B) Assist with program billings, required reports (monthly, quarterly, and annual), and conduct account reconciliations for grants and contract-related accounts.
C) Support internal and external auditing requests, including program audits, and attend meetings as required.
D) Perform month-end closing activities, including journal and closing entries for assigned funds, and assist with monthly Profit and Loss analysis.
E) Ensure grant / contract compliance, reconcile grants and cost centers, and monitor revenue and expense compliance.
F) Assist with coordination of grant work plans, reimbursement requests, and progress reports across divisions and departments.
G) Conduct technical accounting research, prepare supporting documentation, and manage data for internal and external financial reporting.
H) Collaborate with Account Analyst for overseen grants / contracts and identify cost-saving initiatives for Program Management.
I) Accurately complete assigned special projects and cross-train in accounting and treasury tasks.
J) Support the implementation of trauma-wise care principles (felt-safety, connection, and regulation) across systems and daily practices.
K) Embrace and enhance Trust Based Intervention and Boss to Coach practices to build employee capacity.

III) Knowledge of Laws, Regulations, Policies / Procedures, Skills, and Abilities
A) Familiarity with MHMRTC Operating Procedures.
B) Knowledge of GAAP, GASB, UGMS, 2 CFR 200, and Federal UGG standards.
C) Effective written and oral communication skills.
D) Strong ability to establish and maintain productive working relationships.
E) Capability to work independently on challenging tasks and maintain accurate records.
F) Excellent organizational skills to meet deadlines.
G) Aptitude for making independent decisions.
H) Proficiency in Microsoft Excel and Word.
IV) Internal & External Customer Service
A) This position requires extensive internal and external contacts. The employee will accomplish this with advanced written and verbal skills.
B) Must demonstrate compassion, trauma-informed care, and safety practices including suicide safe care.
V) Travel
A) Adhere to MHMR Mileage and Travel reimbursement policy and any other aspect regarding travel.
VI) Equipment Used
A) Utilized as required for position.

A) Minimum Education : Bachelor's Degree
B) Defined Education : Accounting, Finance, or Business Administration
C) Preferences : Governmental accounting experience / knowledge; One (1) year of supervisory experience
D) Substitutions : High School Diploma / GED and six (6) years' experience
E) Years' Experience : Two (2) years
F) Defined Experience : Accounting
G) License / Certifications : Valid Texas Driver's License
H) Special Courses : None
I) Supervisory Experience : None
VIII) Agency Requirements
A) All staff are required to participate in agency Emergency Preparedness and Environmental Safety programs and may be assigned by their department as a key / essential staff level function during critical events or for the purpose of sustaining business continuity.
B) This position may require temporary or permanent re-assignment to any MHMR Tarrant facility as determined by program needs and / or the Division / Director.
C) Assigned work hours may change as the needs of the agency change.
D) The Functional Title of this position may change as the needs of the agency change.
E) All work will be completed within the scheduled work hours. All non-exempt (hourly) employees are expected to clock in and clock out for each work shift, no work should be done off the clock.
F) MHMR reserves the right to change, add to or eliminate positions as it deems appropriate.
G) Employment is at will, as well as agency needs may change.
H) Agency dress code is to be followed at all times.
I) Physical on-site presence, including regular attendance and punctuality, is an essential function of this position. Any changes or adjustments to your assigned work schedule or shift hours must be approved by your supervisor in advance.
