RECRUITMENT NOTES:

The Elections Supervisor position is in the Poll Worker Recruitment & Training Division, Training and Administrative & Procedures Section. The Elections Supervisor is responsible for supervising staff who provide Election Day support including the compiling of documentation used at the polls on Election Day, recruitment, and training of Administrative Trouble Shooters (ATS) and organization of Election Day supplies.

OVERVIEW AND NATURE OF WORK: This position is responsible for maintenance of the Department’s internal procedures manual. The Department is required to submit to the State of Florida Division of Elections per Florida Statute F.S. 101.015 the Department’s securities procedures on a yearly basis. This is a time-consuming process which entails the gathering of procedures, forms, and supportive documentation from each division within the Department. These procedures are submitted to the Supervisor of Elections for review and approval and then submitted to the State of Florida Division of Elections. This position is also responsible for the development of all procedures related to the collection and distribution of supplies for each Election. For Federal, State, or County wide Elections the Department utilizes 20 individually staffed centers.

ILLUSTRATIVE TASKS:

The incumbent in this position is responsible for the development and maintenance of various types of manuals including procedural manuals related to collection/distribution. This position responds and acts upon changes to state statutes provided by the Division of Elections. Based on statutory changes, the incumbent ensures that procedure manuals are updated and that changes are properly communicated to necessary staff on a regular basis. This task will encompass approximately 20% of the individuals’ time. Prior to every election, this position is responsible for compiling documents which include a variety of information related to the Election such as required certificates, telephone information sheets, and check lists which need to be placed into each folder. For large elections, there are up to 600 document folders which need to be populated and quality assured. These document folders and then placed in ES boxes for distribution. ES boxes contain a variety of last-minute critical information which is also this individual’s responsibility. This function will occupy approximately 30% on the individual’s time. The incumbent is responsible for the recruitment and selection of Administrative Trouble Shooters (ATS) used for each Election. ATS are used during Election Day as roving supervisors to oversee and report on the performance of their assigned locations. During Federal, State, or County wide Elections, the Department will deploy up to 90 ATS. In addition, this individual is required to develop individual ATS routes, assigning individuals to a specific set of precincts within a specific geographic region. Routes need to be developed based on optimal drive time, number of registered voters and the type of precinct. This task will encompass approximately 25% of the individual’s time. This position is responsible for securing 100 vehicles and 100 cell phones used by ATS and Collections Center personnel. This requires extensive logistical planning. This represents approximately 5% of the individual’s time. In addition, this individual is responsible for the training and supervision of those staff members providing telephone support on Election Day for all ATS as well as the training and supervision of Collection Center Staff which represents approximately 220 staff. All supplies must be quality assured and distributed to Collection Center personnel and recovered after each election. This represents approximately 10% of the individual’s time. Prior to each election these individual and assigned staff are responsible for the preparation and distribution of all supplies related to up to 20 offsite Collection Centers. This includes all forms, supplies, instructions, and manuals necessary to properly run a Collection Center. This represents approximately 5% of the individual’s time. At the completion of each election, this position is responsible for all election related materials; this includes forwarding election related materials to municipalities at the conclusion of each Election. All other materials need to be prepared for proper storage. In addition, this position is called upon to assist with the accuracy of Poll Worker payroll at the conclusion of all elections. For Federal, State, or County Wide Elections Poll Worker payroll will consist of approximately 18,000 entries. This represents approximately 5% of the individual’s time.

KNOWLEDGES, ABILITIES, AND SKILLS: Considerable knowledge of election laws, rules, regulations, and procedures. Considerable knowledge of departmental policies, procedures, and operations in the preparation and conduct of elections. Knowledge of the geography of the Dade County area. Knowledge of supervisory principles and practices. Knowledge of public relations principles and techniques. Ability to supervise subordinates in a manner conducive to full performance and high morale. Ability to train subordinates in a variety of election procedures and processes. Proficiency in using Excel spreadsheets to include formulas used for data analysis of election related data. Ability to establish effective working relationships with the public, subordinates, and superiors. Ability to train subordinates in a variety of election procedures and processes.
