OVERVIEW AND NATURE OF WORK: This is an advanced clerical position that involves handling moderately complex work methods and situations. The Petition/List Maintenance Section is tasked with processing candidate and initiative petitions, performing list maintenance on the Voter Registration Database, responding to customer inquiries by phone, in person, and through correspondence, sending notices to voters in accordance with State Law. Employees in this class conduct a variety of assignments requiring the application of independent judgment and clerical knowledge. Specific areas of responsibility include but are not limited to adhering to federal, state, and local laws and ordinances in relation to the performance of Registration Section duties; providing effective and efficient customer service by phone and in person; executing duties to ensure compliance with mandated deadlines; and maintaining adequate productivity levels to safeguard established performance guidelines. Supervision is received from the Elections Supervisor who reviews work through daily productivity reports and personal conferences to make certain assignments are completed in a satisfactory manner.
ILLUSTRATIVE TASKS: Verification and quality assurance of federal, state, and local candidate and initiative petitions; analyzing petitions to ascertain if voter is registered in appropriate district, completed all required information, did not sign more than one petition for the same candidate or initiative, and is eligible to sign petition; validating each batch upon completion to ensure each petition was processed and accounted for; confirming petition circulator is properly registered with the Dept. of State and was active at the time petition was circulated. List maintenance of voter records through the use of National Change of Address (NCOA) supplied by USPS; from mail returned as undeliverable by the post office; from Jury Notices supplied by the courts and signed by the voter; sends address confirmation notices to voters whose address was updated through the list Maintenance process for voter confirmation; assisting with maintenance of records data through the Electronically Registration Information Center (ERIC) to ensure accuracy of data by reviewing potential duplicate voters in member states, signature, discrepancies, differences in FL driver License/identification numbers or date of birth, potential address changes with the Dept of Highway Safety & Motor Vehicles, and analyzing and comparing deceased data with voter data to determine if status in the Florida Voter Registration System should be updated. Data entry and quality assurance of voter registration applications submitted by mail or electronically, ensuring appropriate source code is applied to each record as well as the assignment of the appropriate registration date in accordance with state law; comparing application with existing records in the Florida Voter Registration System (FVRS) to prevent duplicate registrations; analyzing previous records to prevent ineligible records from being activated; reviewing applications to make certain all required information is provided to complete the registration in accordance with Florida law; Analyze Outstanding Driver License (DLN) and Social Security (SSN) errors Report to ensure applicant information was entered correctly and appropriate status is applied; 1st level review residential addresses that could not be verified in the voter registration database by using different resources such as Property Appraiser. USPS, and Google maps; collaborate with GIS support to ensure proper designation of voting districts and precincts. Provide customer service to citizens by phone, through correspondence, and in person at the Registration Counter; monitor policies and procedures regularly to ensure accurate information is provided; keep abreast of all federal, state, and local laws and ordinances. Data entry of voter correspondence such as responses to Address Confirmation Requests, requests for updates by email and fax, personal letters from voters and Declarations to Secure Assistance. Preparation of disposition notices for applicants whose applications are approved, incomplete, denied, did not indicate a party affiliation, or identification could not be verified by Division of Elections; Research and provide responses to letters of request from various Governmental Entities requiring public information for voters such as residential address, telephone number, and/or country of birth; Prepare Registration Forms to be mailed to new applicants and voters who request updates via phone calls or for whom the registration form has been received incomplete. Performs the scanning, imaging, and verification of signatures for all voter registration applications, affirmations completed on Election Day for voter updates and from signature cure affidavits; and ensures all images are clear and assigned to the correct voter. Validation of documents scanned into CARA to prepare registration documents for future use in researching information on Election Day and responding to public records requests. Research and verifies Provisional Ballots received during Early Voting and on Election Day to ensure Canvassing Board has sufficient information and documentation to make a final disposition; performs final verification of provisional ballots in accordance with Canvassing Board's directive by recording the acceptance or rejection in voter's record; and preparation of notices to voter of outcome. Respond to email correspondence in accordance with departmental policy; Register and SOEDADE email addresses within 24/48 hours; review email communications to ensure an accurate response is provided; forward emails to appropriate section as needed. Assist with processing requests for a vote-by-mail (VBM) ballot by phone to ensure proper verification of required information from voter or requester is provided in compliance with Florida law.
