Assistant Superintendent for Business Services
Job Summary:
The Assistant Superintendent for Business Services leads, plans, organizes, directs, controls, and coordinates the business affairs and financial management of the Genesee Intermediate School District to provide the best possible educational services within the financial resources available. The Assistant Superintendent for Business Services is responsible for the development of accurate annual and long-range budgets; forecast revenues; preparing cost analysis; preparing regular financial reports and making necessary adjustments to the budget. This position provides active leadership, guidance, and support to GISD staff working in local districts through shared services and within GISD Business Services Department. The Assistant Superintendent for Business Services serves as a consultant to constituent school district staff and assists in the institution of sound business practices. The Assistant Superintendent for Business Services promotes the use of technology in business applications in an effort to realize higher quality work and better efficiencies.
Essential Duties Continued:
1.
Manages the business affairs of the intermediate school district in respect to the handling of funds, accounting and reporting procedures, and coordination of purchasing.
2.
Supervises the long-range budget planning process and acts as budget control officer by overseeing budget preparation, budget status review, bills payable, and monthly financial reports in accordance with board of education approval.
3.
Assume responsibility for the District budget control system, as well as bonding and debt service functions.
4.
Prepares documentation and schedules for, and works with, school district auditors for the District.
5.
Ensures the completion of all required district financial audits and Financial Information Database (FID) submissions.
6.
Serves as technical assistant to local school district personnel for long range budget planning and budget preparation.
7.
Provides supervision and guidance to business office personnel as well as local school district personnel in the preparation and authentication of reports required by state and federal agencies, including child accounting and transportation audits.

Develops and maintains account code structure in conformance with state and federal requirements.
10.
Assures compliance with Board policy and legal requirements, as well as maintaining sound business practices which include proper checks and balances.
11.
Stays abreast of emerging legislation and funding matters to inform and advise the Superintendent and implement changes as necessary.
12.
Designs and implements internal control structure to ensure proper reporting of financial results and the protection of the district’s assets.
13.
Reviews federal and state payroll tax withholdings and remittance, as well as state retirement reports and remittances.
14.
Directs purchasing and/or bidding processes to assure compliance with Board policy, federal, state and local regulations, and permissible use of funds where grant funds are utilized.
15.
Ensures that grant funded programs are managed in compliance with federal and state regulations and that grant requirements are met.
16.
Promotes professional growth for departmental staff through trainings and in-service opportunities.
17.
Inspects accounting systems to determine their efficiency and internal control efficacy; conducts special studies for management such as those required to develop controls for the prevention of fraud.
18.
Oversees the management of district assets in compliance with fixed asset accounting requirements and best practices.
19.
Assume responsibility for the District’s risk management program; coordinate insurance programs including property, casualty, fleet and liability programs.
20.
Coordinate the data flow for special education Medicaid funding from local districts to service agencies.
21.
Acts as payroll officer.
22.
Serves as a member of the district’s negotiating team.
23.
Reviews and analyzes district accounting records and recommends necessary adjustments to make corrections.
24.
Studies current or develops new systems and procedures to enhance workflow process.
25.
Assists in the development and implementation of uniform policies and procedures regarding accounting and finance throughout the district.
26.
Fulfills responsibilities for distressed district’s financial reports.
27.
Leads and manages all personnel within the department.
28.
Assumes responsibilities for maintaining a strong financial condition and year to year budget.
29.
Assists in recruiting, screening, supervising and evaluating business office personnel.
30.
Supervises the inter-district mail delivery system.
31.
Supports professional learning and networking among local school districts to enhance communication efforts and utilization of best practices pertinent to business/management operations and services.

Facilitates regular meetings with local school district business personnel to enhance communication.
33.
Serves as shared-time business official and coordinates Genesee Intermediate School District staff in this role for selected local districts.
34.
Serves an active role in the Genesee Area School Business Officials Association and the Michigan Association of School Business Officials.
35.
Serves in special administrative assignments in the district as designated by the superintendent.
36.
Consistently models Win-Win leadership.
37.
Serves on the Superintendent’s Advisory Council.
Other Duties: Performs other related duties as assigned.
Qualifications:
Education:
Master’s degree in business administration or related field; CPA Preferred. Meet the Michigan Department of Education school administrator continuing education requirement. Michigan School Business Officer (MSBO) certification as a Chief Financial Officer required or ability to obtain.
Experience:
Minimum of five years successful experience in the business office of a K-12 district/ISD or a combination of school administration and direct industrial or business financial management experience.
Skills/Other:
Demonstrated understanding of sound business procedures and effective leadership practices.
Ability to organize and implement program objectives. Attends board and committee meetings as required. Ability to review, understand and interpret school law, audit reports and Michigan Department of Education reporting requirements. Ability to work collaboratively with school board members, school administrators and staff. Effective written and oral communication and presentation skills. Ability to use district technology and work to maintain proficiency, as required skill sets change with technology and/or the needs of the district. Ability to work with people and utilize conflict resolution and problem-solving skills. Works successfully as a member of the team. Possess organizational and management skills and be capable of working with and motivating others. Punctuality and good attendance are requirements for the position. Ability to work a flexible workday, work week, and work year. Demonstrate honesty, integrity, and professionalism at all times. Excellent customer service skills and the ability to maintain a calm, poised, and professional image at all times. Discretion with confidential information. Ability to exercise good judgment and make decisions in accordance with board policy and established administrative guidelines.
