TRANSPORTATION DIRECTOR
REPORTS TO: Superintendent
POSITION DESCRIPTION:
General Description:
The Transportation Director will be responsible for the transportation of students to and from school in a safe, efficient manner, according to Board Policy and State/Federal Law. He/she will be responsible for an understanding of safety standards, staff supervision, maintenance procedures, budgeting procedures and other performance responsibilities as assigned by the Superintendent.
Qualifications:
- A High School Diploma/Equivalency Certificate, Associate’s Degree preferred.
- Knowledge of rules/regulations pertaining to transportation services.
- Knowledge and skill in computer usage.
- 3-5 years of progressively more responsible and supervisory experience or expansive experience preferably in the field of transportation or an equivalent combination of education and experience.
- Have a MSBO certification or have the ability to obtain one.
- Have a class B CDL with a P, S, and air brake endorsements or be willing and able to obtain one.
- Such alternatives to the above as the Board may require.
DUTIES INCLUDED IN THE POSITION:
Compliance Related Duties:
- Prepare accident/incident informational charts to increase safety.
- Review Driver Credentials on monthly basis.
- Review Pretrip Entry Summary for previous month, review, send notices to drivers if necessary.
- Review Random Drug Testing Employee Lists & Subscriptions.
- Schedule CDL random Drug Testing quarterly.
- Attend mandatory annual Drug Testing Compliance training.
- Attend mandatory annual Designated Person Asbestos training.
- Meeting Specialized Transportation Student Needs
- Attend Bus Driver Supervisor Mandatory Training every 2 years on even year.
- Schedule and attend Mandatory Bus Driver Continuing Education every 2 years on odd years.
- Comply with record retention requirements.
- Review and maintain contractors for bus communications, video recording, and routing software.
- Arrange special transportation for students who require it by law.
- Review transportation laws and regulations on regular basis to maintain compliance and educate drivers on changes as they occur.
Personnel Related Duties:
- Reconfigure positions for the upcoming school year annually.
- Schedule substitutes as needed, prepare temporary postings and approve vacation requests based on staffing needs.
- Review employee absences for abuse and take necessary corrective actions.
- Approve times for employee’s payroll on a semi-monthly basis.
- Annual employee training.
- 4107 – School Bus Inventory annual report.
- Investigate and handle all complaints involving transportation.
- Investigate and prepare reports on all work-related injuries/accidents.
- Preparing and posting informational memos as needed.
- Review employee applications, hiring and training new employees.
- Prepare temporary postings and post per Teamster Contract.
- Conduct annual employee evaluations.
Transportation Related Duties:
- Tracking mileage on buses to monitor fuel consumption in effort to correct mechanical problems that would decrease fuel efficiency.
- Manage the service orders for bus maintenance and/or repairs, monitoring timeliness of completion and cost of repair.
- Attend the MAPT Annual Transportation Conference
- Prepare and schedule for the Annual Bus “Sticker” Inspection
- Collect all athletic schedules and compile a driver trip list, schedule drivers for athletic trips according to seniority and hour availability. Maintain records of all field trips, record driver hours and mileage.
- Arrange transportation for all Extra Curricular trips requiring transportation. Provide cost estimates when requested.
- Prepare schedule of bus routes to publish and post on the web site.
- Trip mileage forms to be entered on a daily basis.
- Review and advise Superintendent and School Board on all bus stop locations to ensure compliance with laws and regulations.
- Physically look at bus stop locations and revisions as necessary due to changing conditions to ensure that stops are safe comply with laws and regulations.
- Enter student bus changes, update bus route, and notify school and driver.
- Be able to communicate on a two-way bus radio to provide support for transportation operations by communicating with drivers and parents/guardians during bus times.
- Provide training to drivers of students with medical conditions such as diabetes, seizure disorders, etc.
- Approve trip requests and enter in trip list. Assign trip drivers and substitutes for those drivers on a weekly basis.
- Enter weekly service reports on all vehicle repairs.
- Enter fuel slips with mileage. Complete WEX fuel sales report monthly to pay for fuel.
- Prepare annual report with transportation statistics to use as a benchmarking tool.
- Enter and monitor bus pretrip information.
- Add early childhood and kindergarten students and remove departing students from the bus runs annually.
- Roll students to the properly assigned buildings annually.
- Prepare new bus routes annually and update as needed throughout school year to accommodate changes.
- Schedule all summer vehicle maintenance.
- Set up and manage necessary Transportation Contracts.
- Update student emergency information annually, and as needed.
- Attend bus bid committee meetings to obtain competitive pricing on replacement buses. Purchase buses using cooperative bus bidding.
- Review bus specifications prior to purchasing, buses must be ordered with specifications meeting our climate and conditions and all state specifications.
- 4159-RL, Student Count Regular Transportation Log
- 4159-SL, Student Count Specialized Transportation Log.
- Bus evacuation drills.
- Annually update the District Transportation Handbooks.
- Participate in MAPT Transportation Survey
- Plan Bell Times for next school year with Administration.
- Prepare bus line ups for each building and distribute to each driver and building principal. Review and update throughout year as necessary.
- Prepare and update a 20 year bus replacement plan.
- Accident investigation and reporting as required by law.
- Put unneeded buses for sale on bids each fall.
- Title application process for all new busses.
- Update proof of insurance in each bus annually.
- Schedule bus radio inspections/testing as necessary.
- Assign and review bus surveillance cameras as needed and provide video footage to other administration or law enforcement as necessary.
- Set up transportation for summer school programs.
- Match Transportation Request forms with Trip Mileage Reports for accuracy in end of year reporting.
- Conduct periodic check rides twice a year with drivers and provide evaluative feedback.
- Provide necessary information to local law enforcement to facilitate the prosecution of bus red light runners.
- Conduct monthly safety meetings with drivers to discuss any safety related issues or concerns.
Other Duties:
- Coding and approving invoices for transportation purchases, including parts, supplies, and employee reimbursements to submit for payment.
- Budget review and management.
- Severe Weather road condition checks and employee calls.
- Manage & prepare for surplus equipment, bus, etc. to be auctioned or placed for bids.
- Prepare and submit expense reports.
- Review operations for efficiency, propose changes as needed.
- Participate in monthly ad council meetings.
