Position Summary

This position supervises the IPF Safety Department and will carry out inspections of workplaces and take appropriate actions to ensure compliance with applicable OSHA and MIOSHA regulations and MSU-specific safety policies and procedures. They will respond to and investigate safety-related complaints and concerns and take appropriate actions; investigate workplace accidents and injuries/illnesses to identify root cause and corrective actions; engage regularly with staff and through committees to monitor safety performance; and participate in the development and delivery of safety related training programs. The position will also perform prescribed industrial hygiene surveys in response to exposure/compliance concerns using technical equipment and will evaluate results and take appropriate actions. They will prepare various reports, documents, forms and supervise two FTE safety staff. The position will also oversee the MSU fire extinguisher program and budgeted funds. This individual will work with MSU Environmental Health and Safety to ensure safety practices and procedures are consistent with campus-wide requirements. They will also collaborate with the Environmental Health and Safety Inspector at the IPF Power Plant.

The breakdown of job responsibilities are as follows:
35% - Safety training and program management – manages drug and alcohol training; conducts bi-weekly new employee onboarding sessions on safety, including a 2-hour asbestos awareness course; assigns training tracks in the Ability learning management system and monitors completion and compliance; assess IPF safety programs, identifying and addressing gaps; collaborates with MSU Environmental Health and Safety to develop and/or improve safety training; engages with staff to educate, train, and communicate on safety importance; and organizes safety events.

30% - Inspections - conducts frequent and regular safety inspections of IPF general fund facilities, mechanical rooms, and work locations; develops workable solutions to safety hazards; conducts monthly inspections of AED’s in IPF facilities; and ensure that yearly inspections of fall protection equipment and lifting and rigging straps have been conducted. Maintains blood borne pathogen (BBP) materials closet and manages disposal of materials. Audits IPF Hazardous Energy Isolation program compliance and addresses gaps.

15% - Reporting – submits DOT MCS-150 forms and performs Federal Motor Carrier Drug and Alcohol Clearinghouse queries; reviews IPF Business Continuity Plans (BCP), Continuity Of Operation Plans (COOP) and participates in IPF emergency action planning and management; reviews and posts annual OSHA log 300/300A report received from central HR; reviews all IPF reports of claimed occupational injury or illness forms and provides report to EHS on preventative actions taken; and maintains metrics and safety data to measure success.

10% - Committees - serves on committees including the IPF safety, Campus Safety & Security , EHSC (Environment, Health, and Safety Committee), EHS IT Training (Ability), and MSU Contractor Safety.

10% - Supervision – supervises two FTE’s and a student; manages ~$400k in budgeted funds; and provides secondary oversight of the fire extinguisher program.

The salary range for this position is $94,800 to $115,900 annually depending on experience. This position may require after-hours, weekend and holiday work, hours may vary to cover all IPF shifts. Occasional remote work may be possible at supervisor's discretion.

Minimum Requirements

Knowledge equivalent to that which would normally be acquired by completing a Bachelor's Degree in engineering, industrial hygiene, occupational safety, physics, chemistry or a closely related field; five to eight years of related and progressively more responsible or expansive work experience in industrial/occupational safety and developing and delivering safety training; experience in conducting safety compliance assessments and audits; knowledge of federal occupational safety standards and practices; or an equivalent combination of education or experience.

Desired Qualifications

A strong background in managing safety and health programs in construction, facilities, landscape, maintenance, and/or industrial settings. Demonstrated experience and skills in the following areas: deep understanding of safety regulations, standards, and best practices; ability to identify potential hazards and ensure compliance with safety protocols; anticipate potential safety issues and take preventative measures to address them before they become problems; effectively communicates safety information and instructions to employees at all levels, ensuring everyone understands and follows safety procedures; quickly and effectively addresses safety concerns, finding practical solutions to prevent re-occurrence; understands the importance of employee well-being and works to create a supportive and safe work environment; leads by example, promoting a culture of safety and encourages employees to prioritize safety in their daily tasks; stays up to date on safety trends, technologies, and regulations to continuously improve safety practices; uses data and metrics to inform decision making; Knowledge of hazardous materials compliance such as asbestos, lead, PCB's, silica and other hazardous materials. Excellent communication skills, in person and in writing, with a diverse range of stakeholders including unionized staff, students, supervisors, management, contractors, vendors, and the public.

Strong consideration given to applicants holding any of the following advanced educational attainments:

  • CIH Certified Industrial Hygienist
  • CSP Certified Safety Professional
  • CHMM Certified Hazardous Materials Manager
  • Asbestos licensing (state of Michigan inspector, project designer)
  • EPA Lead-Safe Certification, Lead Inspector and Risk Assessor Certification
  • Masters in Occupational Health
