Working Title : Alcohol and Drug Counselor Sign-On Bonus : $1,500! Program : Community Support Services- ACT and Jail Diversion Reports To : Clinical Supervisor- ACT and Jail Diversion Employment Type : Full Time(37.5 hours / week) Location : Onsite, The Dalles and Hood River, Oregon (Work will be required in Wasco, Hood River, and Sherman Counties)  Location will be based on client needs. Pay Range (Dependent on experience) :                 Level 1 : $27.77-33.75 / hour               Level 2 : $29.39- 35.72 / hour FLSA Status : Not-Exempt      Description : The Alcohol and Drug Counselor provides professional substance abuse disorder services to clients. The role supports various programs within the agency providing screenings, assessments, evaluations, treatment plans, referrals, and monitoring services for clients experiencing substance abuse and / or gambling addictions. This role supports the Assertive Community Treatment (ACT) and Jail Diversion programs within the Community Support Services (CSS) Department. ACT uses a multidisciplinary team approach to provide intensive mental health treatment services to individuals with severe and persistent mental illness in their homes and other community settings. Jail Diversion p rovides various interventions within a small team setting to support criminal-justice involved clients in order to reduce impact of systemic trauma and recidivism. The Alcohol and Drug Counselor will support clients who may be diagnosed with a severe and persistent mental illness (SPMI) and substance use disorder, unable to maintain activities of daily living, and unsuccessful in other forms of treatment. Mid-Columbia Center for Living (MCCFL) is a Certified Community Behavioral Health Clinic (CCBHC) that specializes in providing services that are both trauma-informed and recovery-oriented to persons / consumers with mental illness and addictions. Trauma-informed care includes safety, choice, collaboration, trustworthiness, cultural responsivity, and empowerment for both clients and staff. MCCFL serves Hood River, Wasco, and Sherman Counties and utilizes a consumer-involved, consumer-engaged, and consumer-driven model. MCCFL provides a whole-person care approach to adults and children to address both physical and mental health needs. MCCFL offers a variety of programs including a mobile crisis unit, intensive case management, ongoing counseling, community support, supported employment, jail diversion, hospital discharges, hearings, and more. Qualifications : What skills and education do you need : Any combination of education, licensure, and experience that demonstrates the ability to perform the position’s essential responsibilities. This includes : For Alcohol and Drug Counselor Levels I and II : Bilingual in Spanish / English is preferred. Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 407-007-0200 to 407-007-0370. Must possess a valid Oregon or Washington Driver’s license, maintain an acceptable driving record, and be insurable for client service purposes and for travel between business offices, meetings and / or trainings. Additional Specifications for Level I for ACT and Jail Diversion : Certification through the Mental Health Addiction and Certification Board of Oregon (MHACBO) as a CADC I, or register within 14 days of hire. Additional Specifications for Level II : Certification through MHACBO as a CADC II at time of hire. What you'll do : Provide screening and assessment in the treatment of substance abuse disorders. Evaluate and screen clients in accordance with procedures and policy guidelines; verify personal information and records; determine level of care, education, and treatment. Make referrals as necessary. Provide individual, group, and family therapy services as appropriate. Coordinate client placement into residential treatment and / or transitional housing as necessary. Performs joint case planning and coordination in substance abuse treatment and prevention issues with other community agencies such as schools; group homes; community corrections and detention facilities; community hospitals; and other Department of Human Services programs. Provide timely and accurate clinical documentation consistent with Agency policy; this includes treatment records, service plans, progress notes and other required documentation.  Utilizes Agency electronic health record, maintaining the integrity of the system within the scope of practice. Provide screening and participate in the treatment of mental health issues. Actively participate in joint case planning and coordination with internal multi-disciplinary team and agency psychiatrists. Perform observed urine collection for drug testing for same gender clients. Dispense medications to clients and complete Medication Administration Records (MAR) as required. Provide client transportation using agency vehicles as needed.    Regular and reliable attendance; professional communication with all contacts; maintain confidentiality. Participate in all team and agency meetings as scheduled.  The Alcohol and Drug Counselor II will provide clinical supervision to other Agency individuals seeking Certified Alcohol and Drug Counselor (CADC I) certification as needed. Position-Specific Essential Responsibilities of the Alcohol and Drug Counselor for ACT and Jail Diversion (This position may include any of the aforementioned general responsibilities plus the following) : Provide screening and assessment in the treatment of substance abuse disorders with SPMI population, incorporating a non-traditional and non-confrontational Dual Diagnosis treatment model for evaluation, diagnosis and individual, group and family therapy techniques. Actively participate in case planning with the ACT and JD teams evidenced-based practice designed to provide comprehensive treatment and support services to individuals who are diagnosed with a severe mental illness. Work as part of the ACT team primarily in the community including private homes, NORCOR, and local agencies. Participates in both ACT and JD team and agency meetings as scheduled.
