Summary: We are seeking an experienced and detail-oriented Home Energy Loan Program (HELP) Manager to oversee the administration and operation of our Home Energy Loan Program, which is set to launch in late Spring 2025. Reporting to the Fund Director, this position will focus on designing and operationalizing the infrastructure for HELP, managing the program's loan and grant portfolio, ensuring compliance with lending policies, engaging with the community to market the program, and supporting fundraising initiatives through the HELP Fund. The ideal candidate will be bilingual in English and Spanish, have excellent project management skills, a background in consumer lending and/or grant administration, and a demonstrated passion for social and environmental justice.

About the Home Energy Loan Program (HELP): HELP will provide 2% interest loans and small grants to help residents finance home energy upgrades that boost safety, health, energy efficiency, and climate resilience. Beyond financing, HELP includes incentives designed to empower borrowers, build wealth, enhance financial literacy, and support recovery from financial setbacks. This program is here to make energy improvements more accessible, impactful, and supportive of long-term financial wellbeing.

Key Responsibilities:

Program Design (10%)

  • In partnership with the Fund Director, finalize the design of key aspects of the Home Energy Loan Program, including but not limited to the creation of loan origination, disbursement, repayment, collections, and credit enhancement policies and processes; impact measurement strategy; and data management system.
  • Ensure that the program design addresses the unique needs of low-income individuals and promotes equitable access to financing for home energy improvements.
  • Support the creation and maintenance of a comprehensive program manual and documentation to guide all aspects of program implementation.

Program Management (50%)

  • Administer HELP, overseeing loan origination and underwriting processes, including reviewing applications, conducting pre-qualification assessments, and approving loan terms.
  • Work closely with internal teams (Home Upgrade Grants team, Outreach and Communications Teams) and external partners (NYSERDA and our local banking partner) to ensure alignment on program objectives and maintain effective workflows.
  • Work directly with English- and Spanish-speaking loan applicants and borrowers to guide them through the loan application and repayment process
  • Identify opportunities to streamline and improve loan application, approval, and disbursement processes.
  • Ensure that all borrower communications are clear, responsive, and focused on providing the necessary support to navigate the loan process.
  • Monitor the overall performance of the HELP loan portfolio and identify opportunities for program enhancements that improve borrower experience and program outcomes.
  • Address and resolve issues related to delinquent accounts, collaborating with borrowers, NYSERDA, and our local banking partner to set up alternative repayment schedules and implement credit stabilization initiatives.

Communication and Community Engagement (10%)

  • Collaborate with the Fund Director and Communications Director to design strategies for marketing and outreach that effectively communicate the program’s benefits and application process to the community.
  • Support efforts to engage and educate the community about the program, working to increase awareness and participation.
  • Maintain relationships with community organizations, contractors, and vendors to support the success of HELP.
  • Gather feedback from borrowers and community partners to inform program improvements and ensure the program meets community needs.

Compliance and Risk Management (10%)

  • Collaborate with legal and financial advisors to ensure all loan program activities comply with applicable federal, state, and local regulations.
  • Assess and mitigate risks related to loan defaults and delinquencies, developing strategies to maintain financial sustainability of the program.
  • Maintain accurate, organized, and up-to-date electronic and physical records in accordance with compliance policies and best practices.

Reporting and Impact Measurement (10%)

  • Develop and maintain regular reporting to the Director, organizational leadership and external stakeholders on the performance of the HELP.
  • Track and analyze loan data to measure the program's impact on the community, including financial outcomes and energy efficiency improvements.
  • Prepare reports and publications that communicate the impact of the program, including social, environmental, and economic benefits.

Fundraising (10%)

  • In collaboration with the Fund Director and Development team, support cultivation of relationships with potential investors, foundations, and philanthropic partners to ensure sustainable funding for the program.
  • Support the management of fundraising events, campaigns, and donor communications to increase financial support for the program.
  • Support preparation of compelling presentations, proposals, and impact reports about HELP to communicate the program’s impact.

Qualifications:

  • Bachelor’s degree in finance, business administration, public administration, economics, accounting, or a related field.
  • Excellent project management skills and ability to independently and proactively manage multiple priorities and deadlines. Experience working with Asana or comparable project management software is a plus.
  • Detail-oriented with demonstrated ability to maintain accurate, organized, and up-to-date records. Experience with Hubspot or comparable CRMs is a plus.
  • Proven experience in consumer lending, loan servicing, grant administration, or related fields.
  • Familiarity with financial analysis, loan underwriting, compliance, and risk management.
  • Strong written and verbal communication skills, with experience in crafting compelling proposals and presentations.
  • Fluency in English and Spanish is highly preferred
  • Desirable: Experience with empathetic banking and alternative lending approaches.
  • Desirable: Experience working with community-focused programs or in a non-profit setting.
  • Desirable: Knowledge of energy efficiency financing or green building practices.
  • Desirable: Experience in fundraising and securing capital from investors and philanthropic organizations.

Location, Schedule and Availability:

Mid-Hudson Energy Transition is located in Kingston, NY. The daily work schedule is Monday

through Friday, 9am to 5pm. The work can be performed on-site, hybrid, or remotely for

exceptional candidates that do not live near our office.

Compensation and Benefits:

The salary range for this position is $70,000 - $80,000. Benefits include health insurance,

retirement plans with a 4% employer match, professional development opportunities, and unlimited paid time off.
