Examples of Duties:
- Directs, manages or performs human resource processes, including but not limited to: recruitment, hiring, onboarding and orientation, classification, compensation, evaluation, conflict resolution and separation.
- Develops, improves and administers human resource and operations policies for the agency ensuring legal compliance and alignment with strategic and operational goals.
- Manage and participate in employee engagement and employee relations issues including morale building, retention efforts, and conflict resolution.
- Oversee or conduct investigations and manage the FMLA process as needed collaborating with Franklin County for workers compensation matters as necessary.
- Acts as EEO Officer to ensure that MORPC's EEO Policy and Affirmative Action Program are followed and updated as needed.
- Develops, directs, coordinates & supports MORPC's professional development and advancement efforts.
- Manages and maintains the agency compensation policy, plan and program (e.g. tables of organization, job descriptions, and compensation studies).
- Advises the COO & Executive Director on compensation issues including: analysis of salary & benefits information, development of recommendations on hiring salaries, equity adjustments and the annual compensation policy, etc.
- Directs the completion of the annual MORPC Salary & Fringe Benefit survey.
- Responsible for overall implementation and maintenance of safety program.
- Facilitates effective office services to the agency including temporary workers as needed.
- Oversees the maintenance of and improvements to the MORPC facility.
- Remain current on legal and regulatory requirements as well as best practices and implement changes accordingly.
- Develop familiarity with cultural diversity and applies diversity and inclusion efforts in daily business.
- Other duties as assigned.
- Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
- Knowledge of office management principles and procedures.
- Ability to create, compose, and edit written materials.
- Ability to make administrative and procedural decisions and judgments on sensitive, confidential issues.
- Organization, documentation and record maintenance, and coordination skills.
- Understanding of current and changing human resource related laws and regulations
- Ability to use Microsoft Office suite, HRIS system, databases and eagerness to learn new software as needed.
- Skilled at both performing work and managing others.
- Attention to detail.
- Bachelor’s degree in human resources, business administration, or other related field.
- Five (5) to ten (10) years’ experience in human resource management or other related field.
- Public sector experience preferred.
- Human resources related certification preferred or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.
