Program Coordinator - Rapid Rehousing - HOME Youth Services

The Rapid Rehousing Program Coordinator III is a position aimed at providing case management and rental assistance to chronically homeless individuals and families in Marion and Polk counties. This role will provide direct support to Program Management, guide staff to proper procedures and processes, streamline existing processes, process bill payments to landlords, monitor grant spend down and verify data entry collection. This is a grant-funded position contingent upon the continuation of program funding.

Candidates must submit application by 3/27/2025 in order to be considered for first round interviews.

MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION and/or EXPERIENCE

  • High School Diploma or GED.

  • Four years of relevant social services experience.

  • One year of leadership experience required.

  • Knowledge of/or experience with the principles of trauma-informed care, trauma awareness, working with unsheltered or vulnerable populations, as well as best practices in homeless service delivery is preferred.

  • Equivalent combination of education and experience may be accepted.

CERTIFICATES, LICENSES, REGISTRATION

  • Driver qualifications are required for this position. Valid driver license, insured vehicle available for use on the job, and a satisfactory drive record for the previous three years are required.

  • Basic Life Support/First Aid Certification is required within first 30 days of hire.

  • Food Handler's Card or ability to obtain within 30 days.

  • Candidate must pass pre-employment and random drug screenings.

  • Candidate must pass Oregon Department of Human Services background check prior to employment.

  • Candidate must pass comprehensive MWVCAA background screening prior to employment.

KNOWLEDGE, SKILLS, & ABILITIES

  • Must possess computer skills including Microsoft Outlook, Word, and Excel, data entry, and internet applications;

  • Effective customer service, phone skills, as well as writing and appropriate email etiquette.

  • Must possess time management skills, meet deadlines, and process cases accurately with a sense of urgency.

  • Exhibits a positive attitude and engages with others in a cooperative and supportive manner.

  • Must be willing to work day, evenings and weekend shifts as needed.

ESSENTIAL DUTIES and RESPONSIBILITIES This job description is not intended to be all-inclusive. Employee will also perform other reasonably related business duties as assigned by immediate supervisor and other management as required.

  • Facilitates the daily operations of program

  • Trains incoming staff on program policies and procedures, and oversees current staff to ensure compliance with proper procedures and processes. Works to streamline existing

  • Serves as a team lead for staff or clientele questions regarding service delivery, funding, eligibility, andgrant compliance questions.

  • Provides training opportunities to all staff as it relates to their goals for growth within the

  • Works with staff to maintain file compliance and monitors a regular file audit

  • Works to provide new tools and opportunities aimed at meeting program goals and improving

  • Process bill payments to landlords in a timely manner per program

  • Monitors overall grant spending, including grant spenddown. Verifies data entry collection and compliance

  • Creates and facilitates client rental payments

  • Understands the expectations of the Housing Navigation and Case Management position in the instance thatthey need to step in and take over in that role

  • Ensures complete client data in the Homeless Management Information System(HMIS); prepares data and evaluation

  • Promotes a safe and healing environment for individuals that are victims of extreme

  • Attends and engages in required

  • Other duties as assigned.

SUPERVISORY RESPONSIBILITIES

WORK ENVIRONMENT

  • Close quarters, often with client population experiencing homelessness, substance abuse disorders, and/or severe and persistent mental illness, and/or unpredictable
