Pharmacy Compliance Manager
The Middlesex Sheriff’s Office (“MSO”) is seeking a qualified Pharmacy Compliance Manager (“PCM”) to work in a correctional setting at the Middlesex Jail & House of Correction (“MJHOC”) in Billerica, MA. The MSO provides 24-hour care to inmates and detainees at the MJHOC. The PCM works in the MSO Health Services Unit (“HSU”) under the direct supervision of the Health Services Administrator (“HSA”) or designee. The PCM functions as a key member of the HSU team and must work with various employees and department heads within the MSO to accomplish the needs of the HSU pharmacy program. The PCM must be able to work a flexible schedule Monday through Friday between the hours of 7:00AM to 8:00PM. This is a full-time, non-exempt position covered under a collective bargaining agreement (NEPBA, Local 525).

Working Conditions:
The individual selected for the Pharmacy Compliance Manager must have the ability to exercise good judgment and focus on detail as required by the job. The individual selected shall also be cognizant of the confidential and sensitive nature of working in a law enforcement agency and must comply with all institutional rules regarding safety and security.
Qualifications:
In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire. Must have an active valid driver’s license, the right to legally operate a motor vehicle in Massachusetts, an acceptable driving record and ability to pass a criminal background check.
Salary: Starting annual base salary from $78,517.55 plus additional incentives, bonuses and employment benefits provided through a collective bargaining agreement. Other duties and responsibilities of the PCM include, but are not limited to, the following:
- Maintaining inventories of drugs and supplies, stocking shelves, rotating stock, and checking the expiration date of pharmaceuticals;
- Working with the nursing staff to ensure medication carts are cleaned and medications are removed from carts when discontinued and placed back into the return bin and sent back to SOPS for return or credit;
- Working collaboratively with HSU and MSO fiscal staff to ensure that medical billing is appropriately tracked and managed;
- Working with patients and medical providers to identify those patients who are ready for discharge to prepare medications for release date. Ensuring medications are brought to the Intake area for release of the patient;
- Maintaining all orders with pharmaceutical vendors (Cardinal, Medline etc.) for supplies and equipment in the HSU pharmacy area. Items must be tracked and monitored (work with SOPS representative for quarterly audits and inspections);
- Working with HSU staff to ensure all triage areas are stocked and inventoried with supplies on a weekly basis. Must conduct weekly and monthly inspections of all HSU areas, triage areas and medical carts;
- Working with Web RX and SOPS to track and inventory all medications that are returning to SOPS for financial credit; all documents must be tracked in accordance with Massachusetts records retention laws;
- Inspecting triage rooms and reviewing equipment. Inspecting emergency bags is required on a weekly basis;
- Ensuring the ordering of syringes, medical supplies and other medical equipment is done on a timely basis. Must assist with the perpetual inventory of these items for proper documentation;
- Monitoring the use of supplies to ensure they are utilized in a cost-effective manner;
- Ensuring the HSU pharmacy is secure and kept in a neat and organized manner;
- Ensuring compliance with all audits including but not limited to: American Correctional Association (“ACA”), National Commission on Correctional Health Care (“NCCHC”), the Commonwealth of Massachusetts Department of Public Health (“DPH”) and Department of Correction (“DOC”);
- Verifying all delivered and returned medication for accuracy;
- Meeting with patients to get refusals and signatures of receipt of any medical equipment being assigned for use;
- Ensuring Narcan is stocked in all areas and consistently monitoring that housing and staff locations are stocked and inspected for expiration dates;
- Maintaining a working relationship with outside agencies to coordinate care;
- Working with all of the MSO departments to coordinate care for inmates/detainees;
- Strong understanding of the precautions required when handling hazardous materials and hazardous waste;
- Learning and using the MSO Aestiva purchasing software for the processing of purchase requisitions for the HSU;
- Attending monthly HSU staff meetings and any other meetings as determined by the HSA;
- Performing other related work as assigned by the HSA or designee.
Working Conditions:
- Based in a correctional facility 24 hours a day, 7 days a week;
- Must be able to work on varied shifts, weekends, nights, holidays and subject to being forced to work over 8 hours depending on operational needs within the MSO HSU;
- The applicant may be required to interact with people who are under physical and/or emotional stress; stand and walk for prolonged periods of time; work alone in an isolated area; lift and carry heavy objects; restrain inmates/detainees in accordance with policy; work under exposure to adverse weather conditions.

Qualifications:
- Bachelor’s Degree preferred;
- Prior pharmacy experience preferred;
- Ability to read prescriptions and pharmacy notes;
- Strong oral and written communication skills;
- Excellent organizational, research and analytical, problem-solving; time-management and; decision-making skills;
- Superb conflict resolution, de-escalation and diplomacy skills; exceptional phone and customer service etiquette and active listening skills;
- Demonstrate a high degree of accuracy and be detail-oriented as the high-volume of time-sensitive materials and tasks require careful review;
- Ability to complete multiple projects in a timely and accurate manner while maintaining comprehensive and cohesive records;
- Work independently, as well as, with other internal departments and external stakeholders in a high-stress, fast-paced environment while maintaining a positive attitude;
- Must be proficient in Microsoft Excel, Word; PowerPoint.
