Job Summary :

Provides technical engineering support, project management, supervision, and program management to all areas of the Company as needed and directed by the Director of Engineering. Manages designated programs as assigned within the Department to be responsible for overall planning, management, and successful completion of the designated program. Provides required project management and oversight to assure design and construction are to Company specifications and interests. Provides leadership, oversight, and technical support to workgroup personnel for the successful operation and betterment of the program group. Where assigned provides supervision of employees.

Work Performed :

Using Engineering skills, experience and judgment, plans schedule and performs necessary engineering and management work to oversee and successfully complete projects. Investigates problems, determines solutions, and takes action, informing superior of what was done. The work includes the following areas :

  • Planning
  • Supports the development, review and administration of the 1-year capital budget and 5-year capital program. Prepares the initial development of the program from stakeholder requests for approval.
  • Provides assistance and support for the scheduling of the Company's system betterment programs.
  • Provides support for the Company’s various programs and prioritizes sub projects for implementation of overall program goals including financing support via the various funding programs.
  • Preparation, and / or review, of periodic analyses, studies and deliverable reports as neede
  • Service Area Growth and System Design
  • Oversees review of service area growth and demands for impact to the Company's ability to provide service.
  • Responsible for assuring the Company’s satisfactory consideration and response to customer’s requests for service including main extensions, fire service requirements and individual service lines additions.
  • Directly responsible for the management of the Engineering Technician including all administrative and supervisor requirements.
  • Provides engineering design and / or review of work including the development of construction standards and the Company’s construction program.
  • Oversees, reviews, and approves system design and improvements.
  • Responsible for the development, publication, bidding, and contract administration support of annual construction contracts.
  • Engineering Support and Project Management : Provides engineering support and project management as needed on varied projects throughout the Company including :
  • Provides required project management and technical support to Construction personnel to effectively construct Company facilities as designed. Supports and works through problems / issues with contractors, customers, authorities, and general public, including the creation of required change orders and / or addendums and review of Shop drawing submittals.
  • Provides technical support and interpretations of specifications, drawings and contract documents for Company designed work.
  • Provides project management of special projects including planning, design, and / or construction management. The types of projects include pipe work, structures and pump stations, storage reservoirs and tanks and treatment plants.
  • Recommends, procures and oversees consulting engineering work as required, including RFQ, scope development, RFP and award process.
  • Technology

Using computers and developing computer systems to enter, track data, analyze and reporting as needed for program objectives

  • Be fluent in GIS – Enterprise GIS system for assessing and collecting necessary information at a high level.
  • Be fluent in MSEX Enterprise Work and Asset Management system at a high level for creating, reporting, and approving work management, project management and procurement records in accordance with established requirements.
  • Be fluent in project management software programs including construction scheduling software (MS Project) and Project Information System (PIMS).
  • Miscellaneous
  • Provide back-up for department personnel including the Engineering Technician and Director of Engineering.
  • Provides support for the Company’s emergency operations plan as required in the plan.
  • Represents the Company at industry-relevant and Company committees, peer groups, organizations, and associations.
  • Take direction from the Director of Engineering, Manager of Engineering, and Officers of the Company as neede
  • Supports the development and preparation of DSIC and Rate Case support documentation and submits materials for review.
  • Provides advice and support to construction inspectors as needed during construction activities.
  • Performs other duties as may be required by Department needs.
  • Essential Functions :

  • Capability for overall planning, management, and delivery of identified programs with the Engineering Department in accordance with established requirements.
  • Capability to manage multiple projects simultaneously and / or issues towards successful completion of projects and work.
  • Technical competency for engineering analysis and support at a very high level.
  • Effective communication with customers, staff, peers, and superiors. Regular reporting and communication with management on program performance and activities.
  • Leadership and ability to provide direction and support / supervision to subordinates, vendors / contractors, and peers to accomplish stated objective. Consistently lead and drive teams towards successful completion of program items.
  • Capability to interpret needs and make decisions consistent with and based on company general guidelines, objectives, and policies. Demonstrated knowledge of these requirements and apply to overall program objectives and requirements. Ability to assess and recommend improvements where appropriate to guidelines, objectives, policies and procedures.
  • Demonstrated ability for writing concise and presentable materials (reports, presentations, etc.) on a consistent basis.
  • Ability to develop, read and interpret submissions and edit engineering plans and specifications at a high competency.
  • Problem solving ability to take concept ideas and develop designs and solutions and project plans.
  • Expedite business processes through effective communications.
  • Qualifications :

  • B.S.C.E. or equivalent.
  • Professional Engineer’s license.
  • Physical capability for light lifting.
  • Ability to climb and access construction work sites (construction excavations, concrete vaults, scaffolding).
  • Driver’s license in designated states.
  • Computer / PC proficiency including Word, Excel, Project, PowerPoint, and ArcGIS.
  • Excellent verbal and writing communication skills in English.
  • Excellent organizational skills.
  • Excellent problem-solving ability and analytical skills.
  • Supervisory experience.
  • Project management experience including oversight of outside consultants and contractors.
  • Eight years of progressively responsible experience in water utility planning, design and construction.
  • Physical Requirements :

  • This position requires constant operation of a computer and other office equipment such as printers, copiers, calculators.
  • Must have the ability to visually inspect and review hard copy and online documents.
  • Must be able to communicate, detect, converse with, discern, convey, express oneself, discuss and exchange information.
  • Use written, verbal and audio communication and information sources.
  • Must be able to occasionally move about inside the office and use stairs to access file cabinets, office machinery, etc.
  • Must be able to remain in a stationary position 50 % of the time
