General Description
The City Planner/Zoning Administrator, under the administrative supervision of the Planning and Community Development Director, assists in the performance of planning and zoning administration duties. This position serves as project manager for various planning projects, reviews development proposals, assists in the administration of municipal codes related to planning and zoning, processes zoning requests according to legal requirements, answers inquiries from the public and city officials regarding zoning matters, and maintains zoning records. The City Planner provides staffing to the Plan Commission, Middleton/Westport Joint Zoning Committee, and at least one additional City Committee, and acts as the Director of Planning in their absence.

Essential Functions
- Assists in developing and implementing the Comprehensive Plan, neighborhood plans, area plans, and other relevant planning documents.
- Review development proposals, including architectural/design review, compliance with city codes and policy, rezoning applications, conditional use requests, and variances to city standards, with follow-up monitoring to ensure compliance.
- Staffs the zoning counter, responding to inquiries and issuing permits for new homes, alterations to existing buildings, and sign permits.
- Assists in collecting, organizing, and analyzing data and statistics on various planning topics and formulating conclusions and recommendations.
- Assist in updating municipal codes related to planning and development, including the zoning, subdivision, sign, and floodplain ordinances.
- Assist in designing, laying out, and constructing maps, charts, drawings, and exhibits.
- As requested by the Director of Planning and Community Development, assist with preparing materials for meetings of the Plan Commission, Middleton/Westport Joint Zoning Committee, and other committees and commissions. Attendance at or participation in these meetings is necessary.
- Assist with investigations of possible code violations, including zoning, site development, landscaping, signs, and stormwater management issues; work with the Code Compliance Manager and Building Inspector to ensure compliance with approved plans, permits, and ordinances.
- Prepare, maintain and update files, databases, maps, and other records supporting City planning activities. Assist in developing and maintaining a land use monitoring system with a computerized database, providing record-keeping correlated with other municipal data.
- As requested by the Director of Planning and Community Development, meet with City officials, developers, citizens, and appropriate governmental agencies on development and planning issues.
- Respond promptly to inquiries from the public, policymakers, developers, and government agencies regarding planning, development, and zoning issues and practices.
- Maintain exceptional work attendance and timeliness.
- Performs other related job duties as required.
Knowledge
- Considerable knowledge of the principles and practices of planning concepts and development procedures.
- Good knowledge of computer applications related to planning, including GIS concepts and applications.
- Ability to perform research and select, compile, and analyze data. Ability to read and interpret plans and documents.
- Ability to communicate clearly and effectively with individuals and groups, including co-workers, other governmental agencies, contractors, developers, and the general public.
- Able to complete tasks thoroughly, accurately, and promptly.
Education
- Completion of a Master's Degree in city planning or a related field, plus a minimum of three years of relevant experience.
- A master's degree may be substituted for two years of relevant experience in planning, zoning, or development areas.
- Experience with applying GIS to planning applications is highly desirable.
- Other combinations of training and experience may be considered.
