Assists the Elections Administrator with management of the voter registration component of the Elections Office by performing specialized procedures related to the maintenance of the county's voter registration data base and perform election duties. Will be cross-trained with other personnel.
Essential Duties and Responsibilities
- Provides essential voter registration management to Elections Administrator in accordance with the state election code.
- Assist in maintaining voter registration database including adding new registrants, processing address confirmations, voter registration cancellations, probates, the State Exemption list, rejections, duplicate voters, suspensions and processing voter notifications for a portion of the alphabet.
- Works Midland County Deaths list per schedule.
- Assist in answering main telephone line, greeting office visitors, and assisting public with voter registration questions.
- Procures poll workers for elections and assists in maintaining poll worker database.
- Responsible for scheduling and certifying Volunteer Deputy Registrars for Midland County
- Organize, maintain, and keep inventory of Volunteer Deputy Registrar applications and supplies
- Assist in maintaining the Elections website, posting updates as needed along with any necessary notices and reports.
- Prepares and submits required reports to the Secretary of State.
- Responsible for preparing security seals for ballot marking devices and Provisional Ballot Bags.
- Responsible for programming and testing check-in computers for each Early Voting and Election Day polling location.
- Responsible for programming and testing each ballot marking device for each Early Voting and Election Day polling location.
- Responsible for processing Limited Voters during Early Voting; prepare Balotar station with District map and necessary stamps for ballot preparation.
- Responsible for investigating Provisional Ballots after an election; submitting voter information to DPS to check eligibility, verifying a voter did not already vote by mail, etc
- Works with Assistant Election Administrator as needed to perform election duties.
- Responsible for receiving voted ballot boxes at the end of Early Voting and Election night in designated Ballot Room.
- Responsible for retrieving check-in data from check-in computers after an election
- Run daily reports and enter voter participation for Limited and Provisional voters
- Responsible for keeping up with new Election laws and changes.
- Conduct training for election judges and clerks on election equipment, forms and election processes
- Troubleshooting equipment during elections at various locations. Requires use of personal vehicle
- Local and out of county travel is a requirement.
- Weekend work and overtime in preparation for an election, during an election, and immediately after an election is a requirement.
- Performs such other related duties as assigned by Elections Administrator / Supervisor
Qualifications, Education, and / or experience
EDUCATION and / or EXPERIENCE
Requires high school graduation, or its equivalent, plus 3 years office experience and public interaction or any equivalent combination of education and experience.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Texas Driver's License, notary, bondable
Knowledge, Skills and / or ability
PREFERRED QUALIFICATIONS
Knowledge of the Texas Election Code, voter registration and election processes and terminology. Bilingual (English / Spanish). Standard office practices.
SKILLS / ABILITIES
Excellent organizational skills, ability to work independently and deal effectively with the public, other employees and elected officials, and exhibit initiative. Ability to orally translate English / Spanish a plus. Proficiency in word processing, spreadsheet development, and database software applications (Word, Excel, Power Point). Demonstrates a professional attitude and appearance. Stay up to date with procedures and processes.
PHYSICAL DEMANDS
The physical demands described here are representative of those required by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is required to sit, reach with hands and arms; talk and hear. The employee is required to stand and walk. Employees must occasionally lift and / or move objects weighing up to fifty (50) pounds, such as ballot boxes, election voting equipment, election supply wagons, printers, records, and reports. Specific vision abilities required by this job include close vision and ability to adjust focus.
Irregular, sometimes long hours in preparation of and during elections; driving is required, in your personal vehicle, within the county; stress related to deadlines and regulations; weekend work is required during elections; overnight travel is required at least once per year for the Annual Election Law Seminar.
WORK ENVIRONMENT
Indoors, office environment; during elections, job may require tasks to be performed in various locations throughout the county to coordinate voting.
Supervisory Requirements
This is a non-supervisory position
HEALTH / DENTAL INSURANCE- Regular full-time employees are provided general medical, hospitalization, and dental insurance coverage. This is free to the employee if they take a yearly HRA and have negative Cotinine test yearly. Employees may obtain coverage under the group plan for family members at their own expense. Employees become eligible for this coverage on the 91st day of employment. Prices for other insurance are listed
LONG TERM DISABILITY- Regular full-time employees working over 30 hours per week are eligible for long-term disability benefits. This benefit becomes effective on the 1st day of the month following six months of continuous employment with the county
CAFETERIA PLAN - All regular full-time employees are eligible to enroll in the supplemental insurance portion of the county cafeteria plan on the 91st day of employment, or annually during an enrollment period for the following plan year of January 1 through December 31. They will not be eligible for enrollment in the Flexible Spending Accounts for medical reimbursement and / or dependent care until the first annual enrollment for the plan year beginning after 1 full year of employment.
DEFERRED COMPENSATION PLANS - Midland County offers five deferred compensation plans. Enrollment in one of these plans can be done at any time after the 91st day of employment.
RETIREMENT PLAN - The county is a member of the Texas County & District Retirement System (TCDRS). Regular employees are required to become members of TCDRS and are eligible for this benefit immediately upon employment. Employees automatically deposit 7% of their salary. Temporary employees are not eligible to become members of TCDRS. The county matches employee deposits by 200% and interest at retirement. An employee is vested after 8 years of service. An employee may retire with full benefits after 8 years of service and attainment of age 60, or after 30 years of service, or at the time the employee qualifies under the "Rule of 75". The "Rule of 75" is defined as when the employee's age combined with years of service (rounded down to whole years) equal to 75 or more.
DEATH BENEFIT PLANS - There are two (2) types of death benefit plans provided by Midland County to all employees who participate in the Texas County and District Retirement System.
SURVIVOR ANNUITY DEATH BENEFIT -To be eligible for this death benefit, the employee must be a participant in T.C.D.R.S. and must have completed at least four (4) years of service with Midland County
SOCIAL SECURITY - All employees of the county are covered by social security. The county also contributes to the social security system on behalf of each employee.
WORKERS' COMPENSATION - All employees of the county are covered by the workers' compensation insurance program, and the county pays the premium. This coverage provides medical and salary continuation payments to employees who receive bona fide, on-the-job, work-related injuries.
LEAVE TIME - Regular full-time county employees are eligible for holidays, vacation leave, sick leave, and other types of released time under certain circumstances.
