The Local Pennsylvania Medicare Education and Decision Insight (PA MEDI) Coordinator is responsible for providing free and unbiased health insurance counseling to ensure Medicare beneficiaries can make informed decisions about their health care insurance options. The PA MEDI Coordinator is the primary contact for the State Lead Coordinator and PA MEDI Regional Coordinator. This position provides program oversight to and serves as a source of expertise to the PA MEDI Counselor. This position is also responsible for training and scheduling new and continuing PA MEDI volunteers. The PA MEDI Coordinator serves as a backup Ombudsman.
Essential Skills
· A high school diploma/GED minimally required. Associate’s or Bachelor’s degree preferred.
· Ability to read, comprehend, and apply government rules and regulations.
· Excellent verbal and written communication skills.
· Strong computer skills including word processing, spreadsheets, database management and the ability to learn program specific software is required.
· Understand and follow strict confidentiality and ethical procedures.
· Strong organizational skills and attention to detail.
· Friendly and positive demeanor and exceptional customer service skills.
Essential Duties
PA MEDI
· Complete required training to become a Certified PA MEDI Counselor
· Attend PA MEDI training, teleconferences and meetings to remain up to date with current information.
· Provide education on Medicare eligibility and enrollment.
· Provide education on the benefits provided by Medicare.
· Provide education on coverages available under Medigap policies, Medicare Advantage plans and Medicare prescription drug plans.
· Provide education and/or assist with the Medicare appeal process.
· Provide information about eligibility and provide application assistance for programs that help with Part D prescription drug coverage, such as the Extra Help, PACE/PACENET program; and programs that pay Medicare’s premiums, deductibles, and co-payments, such as the Medicare Savings Programs.
· Assist with the enrollment into Medicare Advantage plans and Medicare prescription drug plans.
· Provide training to PA MEDI staff and volunteers, and provide ongoing follow up support.
· Conducts and schedules enrollment events.
· Enter data from SHIP (State Health Insurance Program) forms into the STARS database
· Assist in marketing the PA MEDI Program in Mifflin and Juniata County, including outreach, public presentations, health fairs and expos, and other program activities.
· Implement and report on state initiatives as directed by the Pennsylvania Department of Aging each year.
· Complete and submit quarterly activity reports.
· Complete and submit spending plans and work plans for SHIP (State Health Insurance Assistance Program) and MIPPA (Medicare Improvements for Patients and Providers Act.
· Complete and submit a VRPM (Volunteer Risk and Program Management) Risk Assessment every 3 years to the Pennsylvania Department of Aging.
· Develop partnerships with community organizations to develop referral systems and educate beneficiaries.
· Develop and submit a program contingency plan twice a year to the Pennsylvania Department of Aging.
· Track staff and volunteer hours monthly in the STARS database and Volgistics.
· Document and enter outreach into the STARS database.
· Perform other duties as assigned
