SUMMARY DESCRIPTION:
The Executive Director of Teaching, Learning, and Federal Programs leads district-wide efforts to strengthen instruction, elevate student outcomes, and align curriculum with the district’s strategic goals. In partnership with school and district leaders, this role supports the implementation of high-impact teaching and assessment practices, intervention strategies, and enrichment opportunities during the school year and summer. The Executive Director promotes a collaborative, student-focused learning environment while using data to inform decisions and improve instructional practices. Key responsibilities include managing and communicating curriculum initiatives, overseeing federal grants (including Title programs), supporting teacher development through induction and mentoring, and guiding alternative certification pathways. This position also plays a central role in budget planning, policy review, and supporting innovation in instructional practices. The Executive Director leads multiple district teams and committees and works closely with the Superintendent and other administrators to foster a culture of continuous improvement, transparency, and educational excellence across all schools.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES:
- Extensive understanding of the District’s strategic plan and the ability to coordinate work across all schools to support strategic initiatives.
- Thorough knowledge of curriculum development, program design and implementation, instructional methodology, assessment practices, and the effective use of data and technology to drive school improvement.
- Deep understanding of how effective schools operate, including familiarity with local, state, and national laws, policies, and trends related to instruction, curriculum, and assessment.
- Proven ability to build and lead high-functioning, cross-functional instructional teams that communicate effectively and execute initiatives with impact.
- Demonstrated success in managing change constructively, fostering collaboration across departments, and using data-driven decision-making to evaluate and enhance programs.
- Expertise in evaluating instructional methods for effectiveness in meeting school improvement goals within a diverse school system.
- Strong leadership, analytical, organizational, and problem-solving skills, with a track record of resolving complex issues and producing measurable results.
- Exceptional oral and written communication skills, and a proven history of working collaboratively with diverse stakeholders.
- Demonstrated ability to foster a positive school culture by building and maintaining strong relationships among colleagues, staff, students, and families, promoting collaboration, respect, and inclusivity.
EDUCATION, TRAINING, AND EXPERIENCE:
- Master’s degree from an accredited college or university in educational administration, supervision, or curriculum development required.
- Five (5) or more years school-based and/or central office administrative leadership experience preferred.
- Experience in project management, including the ability to deploy resources and manage multiple projects.
- Such alternatives to the above qualifications as the School Board may find appropriate and acceptable.
CERTIFICATE AND LICENSE REQUIREMENTS:
- Certified by the NH State Department of Education as an Education Leader (e.g., Superintendent, Principal, Curriculum Administrator).
DUTIES AND RESPONSIBILITIES:
Leadership and Management
- Collaborates with Principals, Curriculum Coordinators, PLC Leaders and Department Leads, and other educators to implement teaching and learning initiatives, leveraging data to enhance student achievement through core instruction, intervention, and enrichment during both the school year and summer programming.
- Fosters a teaching and learning environment that is student-focused and results-oriented that places priority on improving faculty, staff, and student learning.
- Communicates effectively with the school community and School Board to provide clear, accessible information about curriculum, instructional programs, student learning and reporting, fostering transparency, engagement, and trust in the educational process.
- Develops and maintains a system for managing, updating, and disseminating curriculum documents, and establishes clear procedures and criteria for the evaluation and revision of curricula.
- In collaboration with the Superintendent and Business Administrator, develop, monitor, and expend District level budgetary lines associated with Curriculum and Professional Learning, and review individual school curricula budgets and expenditures to ensure that they are aligned with the strategic initiatives of the School District and the resources are directed appropriately.
- Writes and manages grants (ie: Title federal grants) within the NH DOE Grant Management System, ensures compliance with all federal guidelines, and works collaboratively with the Business Office to manage financial aspects of grant budgeting and reporting.
- Oversees the New Teacher Induction and Mentoring Program to provide early-career educators with structured support, professional learning, and mentorship aimed at fostering effective practice, increasing confidence, and promoting long-term retention within the District.
- Supports teachers on alternative certification pathways by guiding the development of individualized professional development plans, overseeing progress toward plan completion, and ensuring compliance with state certification requirements.
- Collaborates with the Director of Technology, while providing leadership in innovative classroom technology integration, supporting professional learning, and contributing to the development of the District’s Technology Plan.
- Leads the District Curriculum Team, Professional Development Committee, District Data Team, and the Curriculum Sub-Committee of the School Board. Provides oversight and support to school-based teams, including Student Study, Data, and Attendance teams. Teams and committees meet quarterly, monthly, or bi/weekly.
- Attends monthly union meetings with the Superintendent and works on special contractually related topics (e.g. Teacher Evaluation, Policy).
- Works with the Superintendent to engage the District Leadership Team in professional learning focused on the use of data, evidence-based teaching and learning strategies, and instructional leadership to build capacity and drive continuous improvement across all schools.
- Reviews School District policies and procedures, recommends revisions and updates according to new legislation, and serves on the District Policy committee.
- Monitors education research, trends, and developments to support school improvement efforts and program development.
Title I Project Management
- Develop and manage Title I entitlement funds, oversee Title I programs and support coordinators, and ensure compliance with all federal guidelines.
- Work with the Title I / Curriculum Coordinators to provide school program support, hiring and recruitment of Title I interventionists, coordinate professional development for Title I staff, update plan provisions, and parent events and communication.
- Ensures a data focused process occurs at the building level for intervention services, progress monitoring, as well as entering and exiting services.
- Research and evaluate programs and strategies appropriate for Title I students, and make recommendations for program improvement and student success.
