Summary

You will serve as a HUMAN RESOURCES SPECIALIST (LABOR AND EMPLOYEE RELATIONS) in the Labor / Employee Relations & Workforce Relations Division (N11A), Labor and Employee Relations Branch (N11A2) of MILITARY SEALIFT COMMAND.

    Duties

  • You will provide advice, guidance, and assistance in the areas of employee relations and labor relations to managers and employees of Military Sealift Command (MSC) and subordinate activities.
  • You will assist managers and supervisors in establishing, maintaining and monitoring effective performance management programs to plan, monitor, develop, and rate employee performance.
  • You will prepare training and briefings on the performance management programs and processes as needed.
  • You will coordinate meetings and events as appropriate during the performance cycles.
  • You will provide advice and guidance on all performance management issues.
  • You will provide comprehensive employee / management advisory services on the full range of performance management issues.
  • You will provide technical assistance to employees and managers on all aspects of employee relation problems / issues, and staff assistance to supervisors and managers on disciplinary and conduct related cases.
  • You will develop agreements between management and labor organizations, participates in alternative dispute resolutions (ADR) cases.
  • You will assist in completing contract negotiations, researches cases, participates in arbitration hearings, and responds to unfair labor practice (ULP) complaints, etc.
  • You will review other new / revised activity instructions to assure appropriate action is taken. e.g., bargaining over impact and implementation, or modifying the instructions to conform to the negotiated agreement.

  • Qualifications

    For the GS-0201-11 position :

    To qualify for the HUMAN RESOURCE SPECIALIST (LABOR AND EMPLOYEE RELATIONS), GS-0201-11 , your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following :

  • Experience applying a full range of labor and employee relations theories, principles, methods, and techniques to a wide variety of difficult and complex assignments.
  • Experience applying general human resources management principles, third party case law and related sources, and all human resources regulations to a variety of difficult and complex assignments.
  • Experience utilizing creative thinking to provide management advisory services, solutions to urgent and complex problems, and representational services.
  • Experience exercising legal research methods, information gathering techniques, and analytical skills sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and / or legal opinions.
  • Experience utilizing Microsoft's suite of software (Microsoft Office, Word, PowerPoint, Excel, and Access) to work effectively within those systems to accomplish the work.

    For the GS-0201-09 position :

    To qualify for the HUMAN RESOURCE SPECIALIST (LABOR AND EMPLOYEE RELATIONS), GS-0201-09 , your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following :

  • Experience making informed judgments on labor problems and employee relation issues.
  • Experience applying basic negotiating techniques and methods of presentation for specific phases of the labor relations process.
  • Experience applying employee relations principles, practices, laws, and regulations as well as a wide range of analytical and evaluative techniques to identify, consider, and advise managers and employees about relatively uncomplicated labor-management proposals.
  • Experience preparing legal and case documents for difficult and controversial issues.
  • Experience utilizing Microsoft's suite of software (Microsoft Office, Word, PowerPoint, Excel, and Access) to work effectively within those systems to accomplish the work.

    Successful completion of a LL.M., that is related to this position being filled.

    4. If you are required to complete any USA Hire Assessments, you will be notified after submitting your application. The notification will be provided in your application submission screen and via email. The notification will include your unique assessment access link to the USA Hire system and the completion deadline. Additionally, in USAJOBS you can click " Track this application " to return to your assessment completion notice.

    5. Access USA Hire using your unique assessment link. Access is granted through your USAJOBS login credentials.

    6. Review all instructions prior to beginning your assessments. You will have the opportunity to request a testing accommodation before beginning the assessments should you have a disability covered under the Rehabilitation Act of 1973 as amended.

    7. Set aside at least 3 hours to take the USA Hire assessments; however, most applicants complete the assessments in less time. If you need to stop the assessments and continue later, you can re-use your unique assessment link.

    8. Your responses to the USA Hire Assessments will be reused for one year (in most cases) from the date you complete an assessment. If future applications you submit require completion of the same assessments, your responses will be automatically reused.

    Reasonable Accommodation (RA) Requests : If you believe you have a disability (i.e., physical or mental), covered by the Rehabilitation Act of 1973 as amended, that would interfere with completing the USA Hire Competency Based Assessments, you will be granted the opportunity to request a RA in your online application. Decisions on requests for RA are made on a case-by-case basis.
