The Security Escort plays a vital role in ensuring the safety and security of individuals within designated areas. Duties
- 1. Purpose of Post
To provide oversight and physical presence for Goodwill Industries’ cleaning personnel operating within Restricted Areas, ensuring compliance with Vandenberg SFB's physical security protocols, and maintaining accountability for all escorted personnel.
2. Uniform & Identification
- Escorts shall wear professional attire and display government-issued AECC and SCIF badges at all times.
- TSTPS company patches or badges must be visible.
- Escorts must carry required documentation including clearance credentials and contact list for emergency communication.
3. Primary Duties and Responsibilities
- Escort and remain with cleaning personnel at all times while inside Restricted Areas.
- Monitor activities to prevent unauthorized access to sensitive areas or information.
- Ensure escorted personnel do not use unauthorized equipment or access non-assigned rooms.
- Challenge and report any unauthorized personnel or behavior immediately.
- Maintain line of sight and positive control of all escorted individuals at all times.
- Immediately report suspicious activity or security breaches to the Unit Security Manager or 30th SFS.
- Maintain a professional, calm, and assertive demeanor at all times.
4. Entry and Exit Procedures
- Validate identification and AECC badge for self and cleaning crew prior to entry.
- Ensure personnel log in/out and note time of entry and exit.
- Check and verify work zones before entry and upon exit to ensure no materials are left behind.
- Perform visual sweep after the cleaning crew exits to verify area is secure and no unauthorized items remain.
5. Prohibited Conduct
Escorts shall not:
- Leave post unattended while cleaning crew is present.
- Engage in distracting behavior (e.g., cell phone use, reading).
- Interact with or allow access to unauthorized personnel.
- Enter into classified discussions or areas not related to cleaning activity.
- Remove any materials from the facility.
- Eat, smoke, or sleep while on post.
6. Communications
- Maintain communication with the Project Manager and COR at all times via phone or radio.
- Use provided emergency contact list for immediate escalation (e.g., Security Forces, Fire Department, Medical).
- Notify the Project Manager immediately if:
- Cleaning crew is late or absent
- Security concern arises
- Escort is unable to perform duties
7. Emergencies and Incident Reporting
- In case of emergency (fire, medical, security breach), follow Vandenberg SFB protocols:
- Call 911 (or 606-3911 if using a mobile phone on base)
- Evacuate if required and ensure all escorted personnel are accounted for
- Contact the COR and Project Manager after incident is stabilized
- Complete an incident report within 4 hours of any incident and submit to the Project Manager and COR
8. Reporting and Documentation
- Maintain Escort Log Sheet: Date, time, names of escorted personnel, badge numbers, room numbers accessed, entry/exit times
- Submit completed Escort Log weekly to the TSTPS Project Manager
- Complete and submit DAR (Daily Activity Report) summarizing each shift
9. Chain of Command
- Immediate Supervisor: TSTPS Project Manager
- Government POC: Contracting Officer’s Representative (COR)
- Security Contact: S4S Unit Security Manager / 30th Security Forces Squadron
Skills
- Strong conflict management skills to handle challenging situations effectively.
- Knowledge of loss prevention strategies and techniques.
- Certification in security-related fields is preferred.
- Proficiency in surveillance operations and use of CCTV systems.
- Ability to operate in a militarized environment when required.
- First aid and CPR certification are advantageous for emergency response preparedness.
- Background in law enforcement is a plus, providing additional insight into security protocols and procedures.
