400.005.01: Job Description-District Administrator
400.005.02: Position Title; District Administrator

400.005.05: Position Purpose; The District Administrator has direct responsibility for the leadership,
direction, and administration of all aspects of MCAD to ensure the continued
accomplishment of mission, values, strategic goals and culture.
400.005.06: Essential Duties; Be responsible for the administration and management of all functions of
the District, as directed by the Board.
400.005.07: Work together with the administrative team and the Board of Directors to promote and assure accuracy, conciseness, efficiency, employee morale, and an excellent ambulance service. Provide oversight to the MCAD administrative team.
400.005.08: Assure that the District is in compliance with all statutes and other government and EMS
regulations by maintaining a working knowledge of the meaning and intent of all of the
statutes of Missouri pertaining to the operation of an ambulance district, i.e. the Missouri
Ethics laws, the Missouri Sunshine Law, the HIPAA law, laws relative to Equal Opportunity
Employment, affirmative Action-Civil Rights-Title VII, Fair Labor Standards Act,
Workman’s Compensation, OSHA and The Uniformed Services Employment and
Reemployment Rights Act, Bureau of Narcotics and Dangerous Drugs and Drug
Enforcement Agency.
400.005.09: Gives leadership to the development and management of the annual budget, vendor and
business contracts/agreements with other agencies. Work in conjunction with the Board
Finance Committee and the District’s accountant and present a finalized projected annual budget to the Board by November 1st of each year.
400.005.10: Give leadership to seeking and developing grant proposals that will expand the fiscal
resources for the Miller County Ambulance District.
400.005.11: Prepare written a monthly District operations report for the Board and keep the Board
informed of all District operations.
400.005.12: Be responsible for the maintenance and improvements of all physical property owned by the
Miller County Ambulance District. Has the authority to make emergency decisions on
vehicle maintenance and other purchases / or repair on non-emergency equipment.
400.005.13: Assume responsibility for all confidential personnel files and maintain permanent records on
such items as budgets, audits, elections, billing and property inventory.
400.005.14: Give leadership and serve as the official spokesperson for public relations within the
Miller County Ambulance District community and media releases, all internal and
external associations, committees and advisory boards and all aspects of EMS
operations.
400.005.15: Be actively involved in community organizations such as Chamber of Commerce, Kiwanis,
including professional organizations such as Missouri Emergency Medical Service
Association and Missouri Ambulance Association.
400.005.16: Be ultimately accountable for all actions of all employees of the Miller County Ambulance
District while they are conducting business for the district.
400.005.17: Enforces all the policies of the Miller County Ambulance District.
400.005.18: Protect the privacy of all patient HIPAA information in accordance with the District’s
privacy policies, procedure and practices, as required by Federal and State Laws, and in
accordance with general principles of professionalism as a health care provider.
400.005.19: Assume all other duties assigned by the District Board.
400.005.20: Qualifications; Educational requirements: A minimum of a Bachelor of Science in the area
of Public Administration, Business Administration, Public Health Administration or a closely
related field is required. A minimum of 5 years of experience in emergency medical
transportation, industry/ middle management is preferred.
400.005.21: Abilities and Special Requirements: Must be professional in approaching a diverse
clientele, be experienced in public speaking and teaching, and have demonstrated writing
skills. Have the ability to remain flexible, prioritize tasks and deadlines, and work
independently. Must have a proven track record of strong ethics and the commitment to
maintain confidential information at all times. Must have the ability to champion and
manage positive change by demonstrating support for innovation to improve the District’s
effectiveness.
