Position Summary: The Program Manager (PM) will provide leadership and program management support to ensure government requirements are met on schedule, customer satisfaction is achieved, and operational objectives are fulfilled. The PM will oversee all aspects of program execution, including coordination with government representatives, cost management, risk identification, and team leadership. This role requires seamless coordination during transition phases and ongoing program delivery.
Responsibilities:
1. Program Management & Customer Satisfaction
o Ensure government requirements are met within established timelines.
o Maintain a high level of customer satisfaction through consistent communication and quality delivery.
2. Transition Planning
o Plan and execute effective transition-in and transition-out activities.
o Coordinate with government personnel to ensure seamless transitions.
3. On-Site Leadership
o Provide on-site program management at JPRA HQ.
o Coordinate, integrate, and oversee contractor administration, cost management, and reporting.
o Meet regularly with the Contracting Officer Representative (COR) and other stakeholders to address contract issues and program execution.
4. Team Oversight
o Supervise and collaborate with an on-site Technical Lead at JPRA HQ and JPRA-West.
o Ensure local contractor tasks are planned, executed, and reported effectively.
5. Risk Management & Problem Resolution
o Identify risks and develop mitigation strategies.
o Resolve problems and document corrective actions.
6. Process Development & Reporting
o Develop processes to track problems and action items, ensuring timely resolution.
o Provide regular status reports to government representatives.
7. Cost Management & Modernization Support
o Research, document, and recommend cost-reduction strategies for system modernization, upgrades, and replacements.
8. Operational Readiness & Compliance
o Perform activities to ensure operational readiness, including completion of government-provided checklists.
o Prepare for and support inspections to ensure compliance.
9. Technical Support Coordination
o Ensure staff availability to escort technical personnel performing maintenance, installations, or updates at all sites.
Experience: Minimum of five (10) years of experience with at least five (5) years of program management experience, preferably in government or military environments.
Required Qualifications:
· Bachelor’s degree in a related field (e.g., Business Administration, Project Management, or Engineering).
· Proven experience in overseeing technical projects and managing diverse teams.
· Strong knowledge of risk management, cost analysis, and process improvement.
· Exceptional communication, leadership, and organizational skills.
· PMP (Project Management Professional) certification or equivalent is highly preferred.
Preferred Qualifications:
· Ability to work on-site at JPRA HQ and other designated locations as needed.
· Past experience working with customers in the Special Operations Forces (SOF) community.
· Familiarity with government contracting procedures and practices is a plus.
Work Environment: This is an on-site position requiring regular collaboration with government representatives, technical staff, and contractor personnel. Occasional travel may be required to support program activities at additional locations.
Clearance: Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; an Active United States Department of Defense Top Secret clearance with SCI eligibility is required.
