JOB SUMMARY:
The Public Procurement & Contracts Coordinator completes all activities associated with the procurement of materials, services, and supplies for the operation of Milwaukee Transport Services, a Quasi-Governmental Instrumentality of Milwaukee County and operator of Milwaukee County Transit System (“MCTS”). This involves researching, interpreting and/or applying applicable Federal Transit Administration (“FTA”), State of Wisconsin and Milwaukee County laws, rules, regulations, guidance, and ordinances to purchases. This position also drafts, reviews, authorizes, and administers contracts necessary to MCTS operations. Purchases range from small dollar purchases on Procurement Cards and Purchase Orders (“POs”) to purchases in the millions of dollars.
ESSENTIAL FUNCTIONS:
Draft, issue, award and manage a variety of bids, RFPs, and quotes for MCTS.
Partner with Departments to obtain specifications and other information necessary to bids, RFPs, quotes, and contracts on the desired timetable.
Research, interpret and/or apply applicable Federal, State of Wisconsin, Milwaukee County procurement-related laws, rules, regulations, guidance, ordinances.
Perform all duties in accordance with Procurement’s Policies and Procedures, using templates, where available.
Actively participate in the continuous improvement of Procurement Procedures, Policies and templates; stay abreast of changes in FTA and other applicable rules.
Make daily purchases as assigned by requisitions and otherwise. Support and provide superior customer service to assigned departments in their procurement of goods and services.
Negotiate contracts and RFP pricing with input from Department Directors and other stakeholders.
Assess the appropriateness of aggregating spend on a contract. In those instances where aggregated spend is feasible and advisable, analyze spend, draft, and release a competitive procurement and establish blanket contracts available for department use. Monitor and track blanket contracts to ensure continued best value to MCTS and that blanket contracts do not lapse.
Conduct job site tours, walk throughs and inspections as needed for bids, quotes, or RFPs.
Approved and assigns requisitions to purchasing agents in absence of Director.
Performs other duties as required.
QUALIFICATIONS:
Bachelor’s degree preferred or a minimum of 5 years’ experience in purchasing, accounts payable, contract development, contract administration, or related experiences is required. J.D. or master’s degree is desirable.
Experience with issuing, managing and awarding quotes, bids and RFPs is required.
Experience in public procurement, and with FTA, purchases is desired.
