Community Intervention Specialist – Landlord Engagement

Job Summary: The Community Intervention Specialist (CIS) supports the Housing Services Division. This position primarily focuses on recruiting, training, educating, and retaining property owners to participate in County housing assistance programs. In addition to owner outreach, this role supports a caseload of individuals in securing housing and providing post-placement housing retention services. The Landlord Engagement Specialist is essential in linking housing resources, advocating for clients, and ensuring a sustainable and cooperative housing environment. The CIS is responsible for working with community members, property partners, and program participants across Milwaukee County.
Job Duties:
Maintain an up-to-date virtual presence of Milwaukee County’s Landlord Support Network with key information, FAQs and resources available for potential and currently property partners.
Create and maintain relationships with property partners to secure leads on units by fielding interest calls via the centralized LIFT network and representing the initiative in relevant community meetings.
Conduct market research and outreach to prospective partners to facilitate new participation and expand choice for Milwaukee County program participants searching for housing.
Maintain a monthly vacancy list for utilization by internal Housing Navigation staff, sourcing units based on needs of rent assistance households.
Track landlord outreach activities, maintain accurate records of contacts and document interactions.
Housing navigation services: Collaborate with County Homeless Outreach staff, Impact 211, and case management organizations to ensure successful housing placements.
Offer mediation strategies for property partner concerns through education, relationship management, and networking with local service providers to maintain housing stability for County-supported tenants.
Perform other duties as assigned.
Minimum Requirements:
Current resident of the State of Wisconsin.
Current Wisconsin Driver's License maintained throughout employment.
Must possess High School Diploma or GED equivalent.
At least one (1) year of experience working in housing assistance or Human Services, including: property management at affordable portfolios, managing supportive housing programs, or providing direct service to with the homelessness population.
At least Intermediate knowledge of all computer and software applications such as Microsoft Word and Microsoft Excel.
Must be able to travel extensively, up to 70% of work time, within the community.
Knowledge, Skills and Abilities: Knowledge of housing programs and HUD regulations as they relate to housing assistance programs; knowledge of available local housing market and stakeholders; knowledge of the permanent supportive housing model; knowledge of case management models and best practices; knowledge of violence reduction efforts; ability to work with individuals with a wide range of needs. Experience working in real estate or property management strongly preferred. Demonstrated ability to form and maintain good working relationships, work independently, set priorities, and accountability.
