Job Summary: Under direction of Director of Contract Sourcing and Execution/Contract Manager/Lead Contract Services Coordinator, the Contract Services Coordinator will coordinate development, planning, oversight, and tracking of human services contracts. The position will also develop and review application and RFP materials; coordinate, impanel, train and oversee proposal/application review process; coordinate program planning documents; assist contractors with program budgets and reporting requirements; monitor program expenditure reports; resolve reporting deficiencies; monitor compliance with grantor and purchaser requirements; conduct fiscal and program monitoring; provide technical assist to subrecipients/subgrantees; and serve as liaison to provider agencies.
Job Duties:
Develop and coordinate the execution of contract amendments/addenda as well as revisions across departments for one or more service areas and monitor throughout the term.
Coordinate and facilitate requirements and contract functions with risk management (including insurance), Office of Corporation Counsel, and Office of the Comptroller for contract related matters. Monitor Targeted Business Enterprise (TBE) participation goals and aid contractors in becoming TBE certified, monitor for compliance with B to G Now and compliance with other county requirements.
Compile, analyze, and summarize contractor reported data. Review and evaluate reports of program accomplishment or other program outcome measurement data. Develop, manage, and maintain department-wide contract, audit, compliance, agencies’ proposal master files.
Monitor contractors’ budgets and fiscal reports for timeliness, variances, completeness, and compliance. Conduct agency site audits and desk reviews. Assist program and department service areas in internal operational process evaluations, program audits, and special ad hoc investigations.
Monitor for compliance with state, federal, county ordinances, and resolutions along with other administrative regulations.
Provide technical assistance to BHS contractors in application/proposal process, budget development, contract and funder reporting requirements, completion billing reports, as well as federal/state Allowable Cost guidelines and other funder compliance requirements. Respond to questions and inquiries from contract agencies. Conduct training and public informational sessions.
Develop and review the application and RFP/RFI materials. Review and make recommendation regarding the proposal evaluation criteria. Coordinate and chair the proposal Review Panel process. Review and make recommendations on program planning documents.
Serve as Contract Admin liaison to BHS Quality Management to enhance contract monitoring, performance-based contracting, and BHS grant analyst staff to aid in federal and state claims reporting of ARPA and/or other federal and state grant funded contracts.
Perform all other duties as required.
Minimum Qualifications:
Must be a current resident of the State of Wisconsin.
Current Wisconsin Driver's License able to be maintained throughout employment.
An associate degree with six (6) years of experience in contracting OR A bachelor’s degree or higher in Human Services, Business Administration, Accounting, Auditing, or a related field.
At least two (2) years of experience in contract procurement, accounting/auditing, quality management, health and human services, or project management.
Advanced knowledge of Microsoft Office computer software (e.g., Word, Excel, Power Point and MS Access).
Advanced knowledge of DHHS contracting databases.
