Data Delivery Manager

Closing Date: 2/17/2025 or upon receipt of the first 50 application submissions    Data Delivery Manager (Remote) IMSD, Full-Time Pay Range: $41.57 – $62.35 Job Summary – The Enterprise Data Services (EDS) team is seeking a highly curious and growth-oriented individual who is passionate about delivering data products that drive organizational strategic decision-making and surpassing expectations of the end-users.  The purpose of this role is to bridge the day-to-day EDS activities to enterprise-wide strategy and ensure efficient, timely, and quality delivery of the EDS data and program products.  Specifically, the Data Delivery Manager is responsible for the EDS team’s agile development process as well as process improvements, proper intake of new projects, production support, product development, and process/product improvement.  This role is critical in relationship building with the county departments and promoting innovation in team practice and product delivery.  The ideal candidate for this role has a strong technical background, previous success leading the operations of a team, and also makes the customer experience central to their work.   This role exercises independent judgment and discretionary decision-making related to managing multiple and more complex projects but also collaborates with a larger team working an agile process.  The Data Delivery Manager will participate in delivering data products and may present to various levels of management and staff and may also be included in action plan development. While performing the day-to-day tasks successfully in this role is critical, the Data Delivery Manager must be outcome-based and keep the overarching project goals and vision at the forefront, and both make and execute on recommendations to achieve those.    Job Responsibilities: Oversee the day-to-day work of the EDS team. Lead the daily scrum and ensure sprint goals are achieved, and business operations and requirements are supported.  Clear obstacles and distractions for team members; keep the team’s daily work organized, focused, and on track. Serve as primary contact for the business and promote collaborative relationships with clear communication. Promote innovation and creative solutions in product delivery. Promote and model processes that support an agile development process as well as continuous improvement. Lead/Model team’s agile development process and continuous improvement initiatives Lead regular sprint reviews and retrospectives and collaborate with leadership to prioritize sprint goals. Document clear workflows to ensure consistency in practice. Lead development and maintenance of team standards, tools, and best practices Lead effective intake process of new work. Collaborate with EDS and business leadership to ensure that the EDS program/project objectives have clearly defined business cases and return on investment that align with strategic objectives. Ensure all work has clearly defined goals, user stories, and desired outcomes. Work with EDS leadership and business to prioritize work according to team, departmental, and organization priorities. Production support and process improvement Work with the appropriate team and SMEs to identify/prioritize production support needs and delegate to appropriate individuals for resolution. Identify opportunities to improve production support processes. Participate in the enterprise Data Governance initiative. Communicate, coordinate, and ensure execution on activities related to the data custodian role in Data Governance Participate in the testing phases of development prior to User Acceptance Testing Utilize project management knowledge and skills for assigned departmental projects; establishing timelines, tasks, follow up items and communication to ensure all tasks activities are completed within the project needs. Participate in other departmental and organizational activities/initiatives tied to data, analytics, and technology. Clearly present data initiative results to all levels of the business in a consumable fashion that is audience specific. Minimum Requirements: Current resident of the State of Wisconsin. Bachelor’s degree or above in Project Management, Business Administration, Computer Science, Data Analytics, or related. Knowledge of all related computer and software applications, such as word processing and spreadsheets. At least one (1) year of experience in: Data Analytics Product Development Lifecycle Scrum Agile Development Methodologies Continuous Improvement Additional Preferred Skills, Experience, and Personal Attributes:   Thorough understanding and experience with data analytics product development Understanding of the core concepts related to delivering dashboards and other data products. Comfort with bringing clarity to ambiguous requests. Ability to understand technical issues related to data, programming languages, and software. Self-motivated and capable of managing multiple priorities and tasks as delegated. Team-player with the ability to work within a collaborative environment. Excellent interpersonal skills, ability to work with diverse personality types. Ability to coach the team to reach their highest potential. Creative and efficient in proposing solutions to complex, time-critical problems. Collaborative in driving decisions. Ability to deal with multiple projects and deadlines. Strong analytical and problem-solving skills with a high attention to detail. Certified Scrum Master preferred. Experience with Jira for supporting agile development preferred.
