Summary
MSOE invites applications for a full- time Program Manager, Technology Programs to join our Center for Professional Education team. Under the direction of the Executive Director of Professional Education, the Program Manager works independently and strategically to develop new non-credit, technology-focused programs to satisfy the defined continuing and professional education needs of professionals, support regional workforce development, and meet the performance and growth goals of the MSOE Center for Professional Education. The Program Manager is responsible for researching and identifying new noncredit opportunities; determining appropriate educational methods and delivery formats; developing program plans and budgets; engaging instructional resources and partners; marketing and recruitment, and program implementation and evaluation, while operating in compliance with continuing and professional education practice standards and University policies and procedures. The Program Manager establishes and coordinates a comprehensive array of assigned noncredit programs to include, but not limited to, courses, workshops/seminar, conferences, online offerings, and contracted worksite training programs in defined technology-related subject areas to include, but not limited to, artificial intelligence/machine learning, data science, cybersecurity, computer science, engineering, and other related subject areas. As a Center staff member, the program manager also provides assistance and customer support to other Center programs as requested and/or required.

Essential Job Functions
  • Works with the Executive Director of Professional Education to set the vision, strategy, and priorities for noncredit technology-focused programming offered through the Center and the University.
  • Conducts ongoing research to identify specific needs and assess potential program opportunities, and to support strategic decision-making related to their assigned portfolio of noncredit programs.
  • Supervises and monitors all functions, activities, and outcomes of assigned programs.
  • Identifies opportunities for program and service improvement and leads the development of new programs/program enhancements, from concept inception through implementation and integration into the program array.
  • Develops comprehensive program plans and budgets to support program costing/pricing and program viability assessment, and to define anticipated return-on-investment.
  • Satisfies activities associated with program budget responsibilities to include finalizing program budgets, tracking and reporting budget activity; negotiating and commissioning client program/service proposals; establishing and processing work-for-hire agreements with instructional resources; approving expenditures/payments; invoicing clients; reconciling program budgets; generating income/expense reports; and other related tasks.
  • Solicits and engages external partners in various forms of program support to include sponsorships, grants, in-kind contributions, and other.
  • Identifies, recruits, and engages faculty and other subject matter experts in the development and delivery of innovative programs incorporating interactive approaches for delivery of relevant and current content.
  • Builds strong, collaborative, interpersonal relationships and provides regular communication with program stakeholders such as Center staff, campus support units, faculty/instructional resources, external partners, and program participants.
  • Assists in the maintenance of the Center webpage, ancillary marketing materials, and other information sources to ensure the currency and accuracy of information presented.
  • Satisfies industry requirements for the assignment, issuance, transcription, and recording of continuing education units (CEUs) as mandated.
  • Conducts regular assessment of program quality and effectiveness through surveys, observation, enrollment reports, and financial reports.
  • Works with the Executive Director to conduct an annual review of their assigned program array to ensure a productive, sustainable, and viable schedule of offerings.
  • Satisfies all internal and external record-keeping and reporting responsibilities for assigned programs.
  • Engages in external outreach to promote programs through exhibiting/presenting at conferences, professional meetings, and other events.
  • Coordinates with other external credentialing bodies to assure compliance, obtain approval, and oversee documentation for continuing education courses requiring approval.

Qualifications
  • Bachelor's degree in engineering, computer science, or related field required. Master’s degree preferred.
  • Minimum three (3) years’ experience in program/project management
  • Knowledge of principles of adult education program planning.
  • Fundamental understanding of professional education operations within a higher education setting.
  • Demonstrated technical expertise in the use and application of computer systems and software programs including databases, spreadsheets, and word processing software.
  • Demonstrated professional presence and maturity in dealing with a variety of audiences, external and internal to the university.
  • Demonstrated experience providing excellent customer service to others.
  • Ability to travel up to 20%, mainly in Wisconsin

  • Effective interpersonal and communication skills, both oral and written, to internal and external clients
  • Ability to work effectively on a high-performance team.
  • Ability to prioritize multiple work tasks, meet deadlines, and exercise adaptability to changing priorities.
Physical Demands
While performing the duties of this job the employee is largely sedentary, the ability to move is required. The employee is occasionally required to traverse within their work area as well as other areas on campus.

Work Environment
This job operates in a professional office environment. This role uses standard office equipment, including but not limited to computers, phones, photocopiers, and filing cabinets.
