CSS locates absent parents, establishes paternity, and establishes and enforces child support orders. CSS employees are a team dedicated to the goal of ensuring that all children are supported by both parents whenever possible and manages over 119,000 Milwaukee County cases.Job Summary : The Legal Counsel position provides legal services related to Title IV-D of the Social Security Act by representing the State of Wisconsin in family actions pursuant to Wis.Stat.sec.59.53(5) and helping the department meet performance goals in the establishment of paternity, establishment and enforcement of support orders and the proper collection and disbursement of child support.Essential Responsibilities : Represents the interests of the State in Circuit Court and before Family Court Commissioners by successfully and effectively resolving child support cases, with the goal of providing appropriate IV-D services and improving department performance.Reviews case facts and applies relevant statutory authority for well-organized presentations to the court. Maintains good working knowledge of family law, administrative rules and state and department policies to promote efficient, effective case resolutions.Reviews referrals from other staff, departments, courts and case participants and take appropriate and necessary actions. Seek to improve department performance by sharing operational concerns with management and suggesting changes.Conducts research to evaluate if an appeal or review before the Circuit Court is warranted. Recommends and justifies decisions to appeal. Conducts appropriate legal research and writes appellate briefs.Minimum Qualifications : Resident of the State of WisconsinGraduation with a Juris Doctorate or will be receiving a JD within 60 days of application from an accredited school of law and licensed to practice law in the State of Wisconsin or licensed within 60 days of application.Knowledge, Skills, and Abilities : Requires strong communication skills and the ability to deal with participants who may be frustrated or distressed. The ability to deal with confidential and sensitive information in a professional manner is a must.NOTE : This original application is open to permanent residents of the state of Wisconsin at the time of application.
