This position exists to assist the Management Analyst 3 Grant and Professional/Technical (P/T) encumbrance officers to create contract shells and produce purchase orders for low dollar grants and P/T contracts. This position will create contract shells in the State’s Statewide Integrated Financial Tool (SWIFT) system to produce contract identification numbers and encumber purchase orders against those contracts. This position will also manage the purchase orders they create and close them when necessary and when directed and will also assist in record retention and the use of DocuSign and Adobe to route these agreements for encumbrance verifications and delegated authority. This position will assist with special projects such as new systems testing and attending process improvement meetings. This position exists to assist with agreement evaluation closeout record retention.

This position will have the following duties to include but not limited to:
- Supporting encumbrance compliance with applicable laws, rules, department policies, standards, and procedures for DEED grant and P/T contracts.
- Assisting in developing grant and P/T contracting program training.
- Attending P/T and Grant Coordinator meetings and assisting with the presentations.
- Creating Contract numbers in the State’s SWIFT accounting system and maintaining those contract shells until their expiration.
- Creating and maintaining SWIFT contract purchase orders ensuring funding is valid and purchase orders dispatched to contracted entities and maintaining those purchase orders until directed to close them.
- Assisting with any program staff fund carry forward requests when assigned.
- Sending contract agreements for signature and routing through DocuSign.
- Filing executed copies of contracts in Laserfiche, Procure-It and SharePoint.
- Assisting with contract closeout form retention.
Minimum Qualifications

Two (2) years* of experience in the area of record management and financial transactions such as preparing purchase orders for a medium or large organization or for-profit business.
- Associate's degree in Accounting, Business, Finance, Public Administration, or other closely related field as determined by the agency may substitute six (6) months of experience; bachelor's degree substitutes for one (1) year of experience.
- Knowledge of financial transactions and General Accepted Accounting Principles (GAAP) for creating purchase order transactions for contracts or grants.
- Knowledge of record retention including state guidelines, policy and law.
- Experience with software applications such as: Microsoft Word, Excel, Teams, DocuSign, Laserfiche, SharePoint, and Adobe Reader.
- Ability to learn and become proficient in state procurement and accounting computer systems.
- Communication skills to explain departmental programs and policies to a wide variety of audiences.
- Experience using the State of Minnesota's Statewide Integrated Financial Transactions (SWIFT) system producing purchase orders or using similar financial transaction software for a medium to large business or organization.
- Experience with State of Minnesota record retention duties.
- Experience using DocuSign and managing an account.
