Working in the Contracts Unit, this position acts as the agency's verifier of the logistical, compliance, and administrative requirements of Professional Technical (PT) contracts, and other types of legally binding documents to ensure MDH documents are tracked, routed, and completed in a timely manner and comply with state and federal standards, regulations, rules, policies, and procedures. This position will advise MDH staff with a comprehensive understanding of all the procedural and technical aspects of contracting activities so that MDH executes legal documents within the limitations of the law and policies involved and that services provided are consistent.

Working as a Contracts Specialist within our team, you will:
- Review a variety of professional technical (PT) contracts, income contracts, annual plan agreements, interagency agreements (IAA), facility use agreements, joint powers agreements (JPA), zero cost agreements, grants agreements, license agreements, amendments and any other legally binding agreements for compliance, eligibility, and completeness of information in a timely manner and in accordance with MDH, State and federal requirements.
- Serve as the primary manager of the shared email box and distribute the variety of documents to the appropriate State signers so that documents are fully executed in a timely and efficient manner.
- Act as the agency coordinator, trainer, and technical expert on the use of DocuSign for MDH Contracts activities.
- Answer questions from agency staff on the use of the tracking system, provide training to agency staff, and develop training materials and user guides.
Minimum Qualifications

Two (2) years of experience drafting, editing and servicing a variety of PT contracts including the following:
- Experience managing projects to keep multiple entities and efforts coordinated, on task, and on schedule.
- Experience using software such as Microsoft products (Word, Excel, Outlook, Teams, SharePoint).
- Doctorate = 24 months of experience
- Master's degree = 18 months of experience
- Bachelor's degree = 12 months of experience
- Associate degree = 6 months of experience
- Effective communication skills, both oral and written, essential to develop and modify contracts and agreements, to develop clear policies and procedures and provide critical guidance.
- Analytical experience to assess processes/procedures, including creating and using spreadsheets.
- Ability to work independently while meeting deadlines and producing quality work, and to make changes based on the evaluation of data and assessment of risk.
- Ability to adapt to continuous statutory, procedural and program changes sufficiently to work constructively under pressure and cope with ambiguity, setbacks, and timelines.
- Knowledge and use of required language for various contract documents, delegated signature authority, and information systems used to track and route contracts and renewal or cyclical processes.
- Experience with state or federal grant or contract laws, policies, and procedures.
- Experience working in Minnesota's Statewide Integrated Financial Tools (SWIFT).
