This position is temporary and includes full state fringe benefits; the position is expected to last up to 1 year.

This position represents the Department of Human Services in recipient eligibility appeals for certain Minnesota Health Care Programs (MHCP) managed through the Minnesota Eligibility Technology System (METS).

The incumbent reviews adverse actions taken by the agency to ensure compliance with program guidelines and defend the agency’s legal position at administrative hearings when necessary. Daily tasks require knowledge of MHCP policies and procedures, METS, and supporting resources.

Responsibilities include:

  • Researching and responding to MHCP recipient eligibility appeals.
  • Determining eligibility for certain Minnesota health care programs and updating case records when necessary.
  • Communicating with appellants and agency partners.
  • Writing formal appeal summary responses that cite applicable laws and policies to support the agency’s position.
  • Maintaining expert knowledge of policy, procedures, and systems relevant to the role.

Minimum Qualifications

To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.

Two years professional experience administering eligibility for Medical Assistance or MinnesotaCare using automated eligibility systems and demonstrating the following:

  • Experience with eligibility systems such as the Minnesota Eligibility Technology System (METS) and Minnesota Medicaid Information System (MMIS);
  • Research and analytical experience and the ability to apply those skills in problem resolution.

Preferred Qualifications

  • A minimum of two years’ experience in administering multiple Minnesota Health Care Programs, including Medical Assistance and MinnesotaCare using the Minnesota Eligibility Technology System (METS).
  • Strong ability to communicate complex policies and program rules effectively, both verbally and in writing.
  • Strong organizational and time management skills.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook).
  • In-depth understanding of state and federal regulations related to Minnesota Health Care Programs, including processes, procedures, appeals, regulations, and eligibility determination for MinnesotaCare and/or Medical Assistance.
  • Demonstrated capacity to manage multiple tasks simultaneously and adapt to shifting priorities.
  • Experience collaborating effectively with individuals from different backgrounds and cultures.
