This position exists to serve as the agency wide Data Request Supervisor. The individual in this position will coordinate the department’s data requests and operate a Centralized Data Request Tracking system and the flow of information between data requesters, the policy and records division, and all the various department’s record custodians. The individual in this position consults with the Policy and Records Director, Data Privacy Office attorneys, General Counsel’s Office, and others on department data requests as necessary. The individual in this position supports the critical areas of compliance, records, risk management, quality assurance, and performance improvement through guiding the Department of Human Services’ (DHS) data request processes, supervising staff, and working across the agency with leadership.

Responsibilities include but may not be limited to:

  • Exercise supervisory authority so that employees effectively perform assigned job duties and achieve the objectives of the DHS Compliance Management & Policy division.
  • Provide leadership, supervision and direction for all aspects of DHS’s system for responding to data requests under the Minnesota Government Data Practices Act (MGDPA), including directing and training DHS Data request specialists in responding to all types of data requests made to the DHS and protecting not public data from improper disclosure.
  • Develop, maintain and supervise a centralized system for the DHS’s program for cataloguing and tracking the receipt of and response to data requests under the Minnesota Government Data Practices Act to ensure all data-practices-related activity and issues are accurately tracked.
  • Establish agency objectives and ensure consistency of approach across DHS in meeting its obligations under the Minnesota Government Data Practices Act, analyze and report data on DHS’s data-request-response system, and make recommendations to management regarding changes to operational processes and policies to continuously improve DHS’s data-practices related policies and procedures.
  • Coordinate and complete special projects.

Minimum Qualifications

Demonstrated leadership experience*

  • Leadership experience can include:
  • Experience as a supervisor, lead worker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);
  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
    • 1 year of experience identifying issues, goals and strategic actions
    • 100 hours per year time commitment


AND

Three (3) years of experience in data analysis/management, data program or project management. Experience must demonstrate:

  • Knowledge and experience in the Minnesota Government Data Practices Act (MGDPA).
  • Knowledge and experience in data management, security practices and technologies that enable the strategic use of data and the ability to establish tactical plans for execution.
  • Program/project management or relationship management experience to efficiently manage interagency/cross agency programs/systems, policies, and processes to meet business needs and produce high visibility/high impact deliverables.
  • Strategic planning and implementation of large, complex business initiatives and/or technologies.

Preferred Qualifications

  • In-depth practical knowledge of the substantive requirements imposed by Minnesota Statutes and data classifications.
  • Knowledge and experience in HIPAA.
  • Significant knowledge and experience of human services data, programs policies, and systems.
  • Knowledge of DHS operations.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
