Direct Care and Treatment (DCT) is seeking an individual to join our DCT Finance Team for an exciting and rewarding opportunity as a Financial Analyst Systems Manager! This position will provide leadership, management, strategic planning integration, data architecture guidance, and direction to the DCT Financial Management Office.

Primary responsibilities:

• Assist in the needs of Finance by addressing operational and analytical reporting requirements
• Lead and manage the strategic planning and implementation of new initiatives and best practices
• Ensure compliance with applicable state and federal laws and regulations, including data privacy and HIPAA requirements
• Manage the development and implementation of comprehensive and integrated business system solutions in collaboration with state-wide stakeholders
  
  

Please note: This position has a flexible work arrangement that may allow for a mixture of working in our office and Telework; however, this may change in the future with notice.

Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:

• Experience as a supervisor, lead worker, team lead, project lead;
• Completion of a State of Minnesota leadership program (e.g. ELI, L4);
• A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
• 1 year of experience identifying issues, goals and strategic actions
• 100 hours per year time commitment
  
  
  

AND

Five (5) years of advanced work experience in finance, accounting, information technology and business systems demonstrating the following:

• Advanced knowledge of Generally Accepted Accounting Principles (GAAP)
• Advanced knowledge of healthcare systems, data privacy and HIPAA laws and regulation
• Experience in clinical and operational healthcare
• Experience reading and interpreting state and federal laws, rules, and requirements and operationalizing changes in fiscal or reporting requirements.
• Managerial experience assigning priorities, development of staff, and process improvement.
• Experience with program planning and administration
  
  

Preferred Qualifications

• Bachelor’s degree in business administration, healthcare administration, finance, accounting, or related field and a graduate certificate in Business Analytics or Management Information Systems.
• Knowledge of governmental procurement standards and regulations and federal and state budgetary and legislative processes
