- This team is currently teleworking with some mandatory in-person meetings and trainings. However, this may change in the future with notice.
- This position requires up to 25% of work-related travel throughout the state.
- Serves as a subject matter expert and mentors the Licensing Consultants (Human Services Representatives I and IIs) and county licensing staff.
- Provides quality assurance to the work of Licensing Consultants and county licensing staff to ensure that the applicable regulations, processes, and procedures are followed and that there is consistency in the interpretation of the regulations and consistency in the responses provided to questions and requests for technical assistance.
- Serves as a liaison to the policy team regarding family child care licensing regulations including providing subject matter expertise and technical assistance for family child care policy proposals.
- Monitors and tracks the impact of unit’s forms, work processes, and expectations of county licensing staff, and other state agencies surrounding new or changing regulations or policies.
- Identifies potential challenges that may arise with new or changing legislation.
- Leads the phasing out of the fix-it tickets, and the implementation of the weighted risk and tiered violation system as laid out in Minnesota Laws, Chapter 11, Article 15, Sections 1 and 2.
- Leads and monitors system changes and implementations, including the development and implementation of licensing guidelines, the provider and agency HUB, revised licensing standards, and other initiatives and engaging with appropriate stakeholders to determine additional changes to these or related processes or policies.
- Provides oversight and support to county licensing staff around continuous licenses and their work affected by this transition.
- Leads and serves as the subject matter expert in the development of and delivery of effective training of our county licensing staff to meet the licensing requirements in 245A.16. This position will train, mentor, and oversee both DHS and county licensing staff with the oversight of the county delegated functions (Rule 13).
- Supports the work surrounding special family child care and other capacity building initiatives.
Minimum Qualifications

Experience must demonstrate the following:
- Knowledge of Family Child Care policies, programs, and compliance as well as applicable laws, rules, and regulations including Minn Statutes 245A and Minn Rules 9502.
- Experience developing and providing training, mentoring and/or coaching in person and virtually.
- Experience partnering and communicating with a wide range of stakeholders, including diverse communities.
- Skills in PowerPoint, SharePoint, Excel, Microsoft suite of products, professional writing, technical writing, public speaking, and accessibility standards.
- Knowledge of Minn Statutes 245C and 260E, and Minn Rules 9543
- Ability to interpret and apply multiple statutory and rule requirements to various, and sometimes ambiguous, circumstances.
- Ability to manage multiple, frequently changing priorities and work constructively under pressure.
- Qualitative and quantitative analysis skills.
- Basic investigative methodology.
- Human relations sufficient to resolve conflict directly and effectively, and to maintain professional behavior and demeanor despite differences.
- Understanding of licensing legal processes, including disqualifications and appeals.
