This position is designated for hybrid and telework options:

  • Hybrid for State of MN allows an employee to work a portion of the time remotely with a regular schedule of time at the designated office.
  • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are eligible.

This position exists to serve as the agency’s lead Grant Specialist to help ensure that the State meets its obligations for managing Federal, State, and pass-through grants in a manner consistent with all applicable laws and requirements.

Responsibilities include:

  • Provide technical assistance and support to DLI units to ensure they meet federal, state, and other applicable administrative and financial management requirements, including establishing and maintaining internal controls
  • Research, draft, finalize, communicate, and implement grant policies, procedures, and templates
  • Ensure that all grants administered by DLI meet all relevant requirements and represent best practices in grant-making
  • Develop tools and systems to monitor spending and invoicing alongside the financial reporting systems housed within the Financial Services Unit
  • Maintain and share comprehensive information related to DLI’s grant-making activities including contacts and reports
  • Support business units in their applications for federal and other grants
  • Perform other duties as assigned

Minimum Qualifications

  • Three (3) years of experience* in grant management, loan management or project management experience involving evaluating, administering, accounting for, and/or monitoring of grants or loans.
  • Experience includes internships, fellowships, volunteering, and work experience that are directly related to the job duties.
  • Doctorate degree may substitute for two years of experience; Master’s degree may substitute for 18 months of experience; Bachelor’s degree may substitute for one year of experience; Associate's degree may substitute for six months of experience.

Experience must demonstrate the following:

  • Knowledge of governmental budgeting and legislative processes sufficient to consolidate multiple program activities and to propose legislative initiatives to meet current and future program needs.
  • Ability to plan projects and operations sufficient to organize projects with others, establish goals and timetables, clarify mutual expectations, tracking and reporting, and evaluate results.
  • Communication skills sufficient to write reports, bulletins, procedures, rules, and correspondence and to establish and maintain constructive, productive, and positive working relationships and partnerships.
  • Human relations skills sufficient to build networks of colleagues throughout the public sector and to effectively persuade clients and other governmental officials by understanding complex and oftentimes, competing relationships and political agendas.
  • Ability to communicate effectively with individuals from a wide range of backgrounds, including those who may not share your same culture, ethnicity, language, or common experiences.

Preferred Qualifications

  • Management of contracts involving Federal funding.
  • Experience with federal grant application and management systems.
  • Development and administration of competitive grant programs and requests for proposals.
  • Knowledge of state grant-making laws and grants management policies.
  • Knowledge of state procurement laws and policies.
  • Knowledge of the statewide accounting system (SWIFT) and/or state reporting databases such as OBIEE.
  • Language skills other than English (Spanish, Somali, Hmong, Karen or ASL).
