This position directs and leads the Construction Codes and Licensing Division’s (CCLD) Elevator, Boiler, and High-Pressure Piping Inspection units to achieve assurance with legal requirements and overall adherence to laws, rules and regulations that provide for public safety. This position also interacts with all related individuals to ensure that all elevator, boiler, and high pressure piping construction codes, licensing, and inspection activities are conducted in an appropriate manner. In addition, this position will provide technical and leadership assistance to Director to address industry stakeholder issues, lead policy development and address division program needs. Performs other duties as assigned.

Minimum Qualifications

  • Holds a current Minnesota Master Elevator Constructor license or Master High Pressure Piping Pipefitter license or Chief A Engineer-Boiler license.
  • Experience managing elevator, boiler or high pressure piping installation site inspections.
  • Four (4) years of managerial or supervisory experience* in the elevator, high pressure piping or boiler industry directing the work of other licensed personnel.
  • Doctorate degree may substitute for two years of experience; Master’s degree may substitute for 18 months of experience; Bachelor’s degree may substitute for one year of experience; Associate’s degree may substitute for six months of experience.
  • Demonstrated leadership experience* sufficient to effectively supervise and direct the work of assigned staff. Demonstrated leadership should include the following:
  • Experience as a supervisor, team lead, lead worker, OR project lead*
  • Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)
  • Completion of a similar or equivalent leadership development program through another organization
  • A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must also include:
  • 1 years of identifying issues, goals, and strategic actions
  • 100 hours per year time commitment
  • Ability to manage, implement and develop rules, statutes, policies, procedures and partnerships with stakeholders.
  • Knowledge of state, federal and local laws, codes, rules and regulations related to CCLD programs; state, local and federal regulatory functions sufficient to enforce their provisions.
  • Ability to provide technical and leadership assistance to the director on special projects and in responding to stakeholders.
  • Ability to communicate effectively with individuals from a wide range of backgrounds, including those who may not share your same culture, ethnicity, language, or common experiences.

Preferred Qualifications

  • Five (5) or more years of experience as a supervisor of elevator, boiler, or high pressure piping inspections in Minnesota.
  • Knowledge of the principles and practices of construction industry management, and all phases of building construction systems including structural, electrical, plumbing and heating including systems, building material properties, principles of engineering, building manufacturing procedures, operation of inspection or approval agencies, and objectives of quality control procedures.
  • Language skills other than English (such as Somali, Spanish, Hmong, Karen or ASL).

Additional Requirements

This position is designated for hybrid:

  • Hybrid for State of MN allows an employee to work a portion of the time remotely with a regular schedule of time at the designated office.
