This position offers a hybrid work schedule which includes telework days and in office days at a DLI office building.

This position carries out investigative duties on behalf of the Special Compensation Fund (SCF) Unit in the administration of programs found under Chapter 176 as they relate to injuries to employees of uninsured employers, and mandatory workers compensation insurance coverage.

Duties include:

  • Analyzing a First Report of Injury or a Claim Petition.
  • Conducting complete, in-depth investigations by means of recorded interviews of the necessary parties to the claim, obtaining wage and medical documentation, gathering other documentation that is then summarized in a report and submitted to the claims management or legal staff for determination of the claim.
  • Investigative assignments regarding the performance of civil inquiries related to mandatory workers’ compensation insurance coverage requirements for Minnesota employers and misclassification of employees.
  • Obtaining information necessary to determine if Minnesota law requires workers’ compensation insurance coverage for a particular Minnesota employer, if the required coverage is in place, or a determination is made that individuals are misclassified as independent contractors.
  • Making referrals to the SCF Penalty Administrator.
  • Sharing misclassification findings with other units within the agency and DEED as appropriate.
  • Receiving, gathering, developing, organizing, evaluating, and presenting evidence and related information in support of further action.
  • Providing testimony at administrative conferences and hearings, when required.

Minimum Qualifications

  • One (1) year experience conducting or assisting in investigating complaints, ensuring compliance, and providing technical assistance.
  • Organizational skills to sort diverse information into logical, cohesive patterns so that proper determination of any potential violations occurs.
  • Ability to prioritize work activities so that all cases in various stages of investigation move forward to completion.
  • Written skills sufficient to prepare thorough reports and legal documents with accurate spelling, grammar, and punctuation.
  • Verbal communication skills sufficient to interview and elicit accurate information from hostile or uncooperative clients and evaluate and convey relevant issues to claimants, subjects, witnesses, employers, etc.
  • Ability to communicate effectively with individuals with a wide range of backgrounds, including those who may not share your same culture, ethnicity, language, or other common experiences.

Preferred Qualifications

  • Experience taking recorded statements of parties to workers’ compensation claims.
  • Knowledge of Workers' Compensation laws.
  • Experience with the Work Comp Campus system.
  • Knowledge of state statutes, federal law, policies and procedures sufficient to apply this knowledge to the Workers' Compensation cases under investigation.
  • Language skills other than English (such as Somali, Spanish, Hmong, Karen or ASL).

Additional Requirements

This position is designated for hybrid and telework options:
