The purpose of this position is to support the DNR’s work to prevent and manage invasive carp through administering contracts and other agreements. Such contracts and agreements may include professional/technical contracts, subawards, and interagency agreements. This position will also assist with invasive carp program grants and purchasing. This position will comply with agency policies, procedures, and expectations; support fiscal integrity; and provide a high level of customer service for internal and external customers. Responsibilities include:

  • Contract administration: Administer and coordinate contracts related to invasive carp prevention and management, including but not limited to contracting for an invasive carp deterrent on the Mississippi River, commercial fishing and invasive carp removal, and egg and larval fish identification.
  • Grant support: Provide technical support to federal and state grants awarded to the DNR related to invasive carp prevention and management and administer subgrants.
  • Purchasing support: Administer purchases to support invasive carp prevention and management and other invasive species activities as assigned.

This position has a flexible work arrangement and may be eligible to telework on a full or part-time basis which is subject to change. If approved, the employee would be required to complete an annual telework agreement.

Minimum Qualifications

  • Two (2) years of professional experience supporting grant programs, budgets, contracts, payments, and financial monitoring. A bachelor’s degree may substitute for one year of professional experience.
  • Experience with data management systems and financial reporting systems.
  • Experience monitoring compliance activities or using grant management tools.
  • Interpersonal skills to cultivate professional networks, build consensus, resolve conflicts, and effectively collaborate with internal and external customers to accomplish common objectives.
  • Ability to analyze financial reports, review budgets, and recommend solutions to procedural and operational problems.
  • Project management skills sufficient to effectively plan, budget, track, coordinate, oversee contracts and grants, and direct resources available to meet program and project needs.
  • Proficiency with Microsoft Office Suite including the use of advanced features in Excel.

Preferred Qualifications

  • Experience working in the non-profit or government sectors.
  • Demonstrated experience leading grant programs, budgets, contracts, payments, and financial monitoring.
  • Experience contributing to or leading the development of annual or semi-annual funding or grant summary reports.
