The purpose of this position is to administer programs and efforts to increase economic opportunity for small Businesses, especially from socially and economically disadvantaged communities, through program administration and project management. This position helps the Metro District translate its commitment to equity into contracting and workforce results that reflect the communities in which we live and work.

The position includes, but is not limited to:

  • Coordinates program activities with personnel both internal and external to MnDOT.
  • Provides project management of small construction and maintenance projects.
  • Advising on program reporting functions and tools; conducting program assessments.
  • Provides outreach for the Office of Advancing Equity’s small business opportunity programs, functional areas, and other related initiatives to increase vendor pools.
  • Developing collaborative relationships with private sector, community organizations, and other entities.
  • Works to diffuse knowledge to MnDOT staff, contractors, and other stakeholders through training, guidelines documentation, website, community presentations, reports, and other education activities and tools.

The Minnesota Department of Transportation does not sponsor applicants for work visas or Optional Practical Training Extensions for STEM Students. Individuals must be legally authorized to work in the US at the start of employment.

This position is located at Waters Edge in Roseville. The incumbent will have the flexibility to work in the office or a hybrid schedule depending on business needs. If working a hybrid schedule, the incumbent will be required to make a telework arrangement with their supervisor.

Minimum Qualifications

Three years of advanced professional (state employees: MAPE 5L or higher) experience that demonstrates:

  • Experience in one or more of the following: contracting, program management, planning, or project management.
  • Experience delivering presentations.
  • Experience with MS Word, PowerPoint, Excel, and Outlook.

Note: A bachelor’s degree in Public Administration, Project Management, Construction Management, Planning, or a closely related field may substitute for 1 year of professional experience.

Preferred Qualifications

  • Experience in stakeholder management.
  • Experience in providing consultation to customers and partners.
  • Program, planning or project management experience related to highway-heavy maintenance or construction work.
  • Experience with government contracting administration practices and/or requirements.
  • Experience working with small business vendors, especially historically underrepresented firms in Minnesota.
  • Familiarity with government procurement or equitable contract delivery methods.
  • Experience working with Negotiated Maintenance and Construction Contracting.
