The purpose of this position is to serve as Minnesota Department of Veterans Affairs (MDVA) Central Office Fiscal Officer for the agency’s State Veterans Homes, Healthcare Administration, Central Pharmacy, Programs and Services Administration, State Veterans Cemeteries, and Information Technology (MNIT). Provide professional expertise under limited supervision in the areas of accounting, professional technical contracts, grant management, budget development and management, procurement, training development and guidance, policy and procedure development and guidance, application development, asset management, data analytics, and professional accounting support to senior management, department managers, supervisors, and co-workers.

- Knowledge of Generally Accepted Accounting Principles (GAAP).
- Ability to interpret laws, rules and regulations and direct staff to implement appropriate accounting procedures.
- Experience with financial data analysis and preparation of financial reports.
- Computer skills including knowledge of accounting software programs such as Statewide Integrated Financial Tools (SWIFT), QuickBooks, SAP and Microsoft Office applications, such as Excel and Word.
- Communication skills sufficient to work with variety of stakeholders and create effective memos and reports.
- Bachelor’s degree in accounting/finance.
- Experience working with the State Financial Systems such as Budget Planning and Analysis System (BPAS), Statewide Integrated Financial Tools (SWIFT), Electronic Inter-Office Request (EIOR), Statewide Employee Management System (SEMA4) or OBIEE data warehouse.
- Experience with advance functions of MS Excel such as advance formulas, pivot table, VLOOKUP, index, matching etc.
- Knowledge of establishing and managing appropriations in various funds including Federal Funds.
