Minnesota Housing is hiring! As a result of the 2023 legislative session, Minnesota Housing is implementing significant new programs to increase the capacity of local housing agencies and governments to target resources at the greatest local need. We’re seeking a Manager, Rent Assistance Programs to build and lead the team that manages the new rent assistance program in Minnesota informally known as “Bring it Home” rent assistance, a grant program to local agencies statewide that will provide voucher assistance to low-income renters.
Essential Job Duties
- Program management and the incorporation of racial equity in the design, development and implementation of Bring it Home. This includes establishing goals and outcomes, conducting and evaluating stakeholder engagement, gaining consensus among internal staff and leadership, and effective communication of program development and status.
- Build and manage a team of qualified professionals to create program materials, infrastructure and ongoing monitoring capabilities.
- Direct the work of the rental assistance program team in providing and monitoring grant contract agreements with local voucher administrators. This includes developing the appropriate work plans, templates and formulas for program distribution and may include elements of competitive grant competitions.
- Serve as the expert in Minnesota Housing’s programs for the local agencies that administer housing vouchers including public housing agencies, community development agencies, housing and redevelopment agencies and Tribal housing entities and the intermediary and policy organizations that support voucher administrators.
- Ensure alignment with Minnesota Housing and One Minnesota strategic vision and goals.
- Represent Minnesota Housing and the Local Government Housing Programs team to internal and external customers.
- Perform other duties as assigned.
Minimum Qualifications
To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. - Six (6) years of progressively more responsible experience managing or implementing programs that focus on affordable housing.
- A Bachelor’s degree in Public Affairs, Public Administration, Public Policy, Urban Planning, Business, or Community Development may substitute for 12 months of experience – or – a Master’s degree in the listed fields may substitute for 18 months of experience
- Demonstrated leadership experience, including at least one of the below:
- Experience as a manager, supervisor or team lead
- Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)
- Completion of a similar or equivalent leadership development program through another organization
- A paid or unpaid position leading a project or program or chairing a committee, such as an Employee Resource Group (ERG). This experience must include:
- 1 years of identifying issues, goals, and strategic actions and
- 100 hours per year time commitment

- Knowledge of rules and regulations governing programs.
- Strong project planning skills to organize projects, establish goals, monitor outcomes, and propose changes to achieve goals.
- Strong interpersonal skills, including persuasion, presentation, problem-solving, and trust-building, with management, employees, and the public.
- Demonstrated written communications skills, including preparing letters, memos, reports, or technical papers sufficient to relate ideas in plain language.
- A valid driver’s license and the ability to drive.
Preferred Qualifications

- Experience in the design, implementation, or evaluation of public programs and results.
