The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities.

As an IT Office Operations Analyst with Minnesota IT Services (MNIT), working in partnership with the Department of Human Services (DHS), you’ll help keep our office running smoothly and efficiently.This role combines administrative support, business analysis, and project management skills to address complex operational needs and support strategic goals. The position ensures streamlined office operations, drives continuous improvements, and supports key initiatives that contribute to MNIT’s and DHS’s missions.

While the role interacts with IT services and operations, the primary focus is on improving processes, managing office workflows, and collaborating across teams. Strong organizational skills and the ability to communicate effectively with both technical and non-technical stakeholders are essential. Additionally, proficiency in clear, plain language is necessary to ensure accessible documentation and effective communication throughout the organization.

This role involves leadership responsibilities, especially when it comes to guiding and improving office and administrative processes. You’ll support the Chief Administrative Office Division Director, managers, supervisors, and staff across several divisions, and handle a variety of important and sometimes complex administrative tasks. We’re looking for someone who is organized, dependable, and ready to take initiative in a fast-paced environment.

This position requires an employee to be onsite in Saint Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

Minimum Qualifications

Position requires at least one (1) year of experience in office management or a related administrative operations role.

Experience must include:

  • Developing, documenting, and maintaining standard office processes and procedures to support operational efficiency.
  • In-depth, up-to-date expertise in the operation and oversight of office equipment such as multi-functional devices, printers, laminators, and other standard office machines.
  • Advanced proficiency in Microsoft Office Suite (including Outlook, Visio, Word, Excel, etc.), with the ability to create and edit professional emails, correspondence, reports, organizational and workflow charts, graphs, spreadsheets, and presentations.
  • Hands-on experience using Microsoft Teams as a collaboration platform, including creating and managing Teams sites, organizing shared content, and facilitating virtual collaboration.
  • Demonstrated ability to coordinate office operations, including processing invoices and purchase orders, managing office supply procurement, and handling travel arrangements and related administrative tasks.

A bachelor's degree in Business Administration, Office Administration, or a related field may substitute for one (1) year of experience, or an associate's degree in Business Administration, Office Administration, or a related field may substitute for six (6) months of experience.

Preferred Qualifications

  • Experience with process improvement methodologies such as EOS, Six Sigma, Gazelle, or similar frameworks.
  • Advanced command of the English language and business communication, with the ability to draft clear, concise, and well-structured emails, reports, and memos using correct grammar, punctuation, spelling, and sentence construction.
  • Advanced skill in Microsoft SharePoint and Visio for collaboration and documentation purposes.
  • Familiarity with the structure and operations of MNIT, DHS, and MNsure, particularly regarding policies, procedures, programs, systems, and key contacts related to procurement and invoice processing.
  • Working knowledge of Sciforma, SWIFT, and EIOR systems.
  • Demonstrated ability to exercise sound judgment, make independent decisions, and effectively set and manage priorities.
  • Strong multitasking and organizational skills, with the ability to manage multiple complex assignments and adapt to shifting priorities in a fast-paced environment.
  • Excellent interpersonal and communication skills, with a proven ability to build and maintain positive, respectful relationships with a diverse range of internal and external stakeholders.

Physical Requirements

  • Physical demands including standing, sitting, pulling, stooping, ability to move arms on a continual basis sufficient to open packages, equipment and mail, sort and file documents, perform repetitive tasks, and lifting up to 30 pounds.
