The Second Judicial District is accepting applications for the position of a full-time Administrative Hearing Officer. Work is performed under the general supervision of the Hearing Officer Supervisor, and in accordance with regulations and guidelines approved by the Judges of the District Court.

Hearing Officers work independently and as part of a team to provide customers with a professional, fair, impartial, and accessible court experience. The Administrative Hearing Officer hears and disposes of certain parking, traffic, and minor criminal offenses.

This position will be based in the Hearing Office at the Ramsey County Courthouse in St. Paul. This position is a hybrid position that will work remotely and onsite at Ramsey County Court locations.

Interviews for this position will be conducted virtually via Zoom on May 1, 2025.

The anticipated start date for this position is mid-late July 2025.

Responsibilities : The Administrative Hearing Officer has the authority to reduce, suspend or dismiss fines in parking, traffic, and minor criminal offenses; conducts an informal hearing in cases where a defendant wishes to explain mitigating circumstances surrounding a charge(s), and determines a disposition; develops a payment schedule for defendants who are unable to make immediate payment of fine(s). The Administrative Hearing Officer updates appropriate computer systems, processes court documents, and performs any related work as assigned.

Minimum Qualifications :

Any combination of education, training, and work experience which indicates possession of the knowledge, skills, and abilities listed below will be considered.

  • Associate’s degree in paralegal, business, or a criminal justice related field and at least three (3) years of experience as a court operations associate or a Bachelor’s degree and at least one (1) year of experience with court and legal procedures;
  • Face-to-face customer service experience;
  • Ability to make sound judgments in fast-paced work environment and apply state laws and local ordinances for effective disposition of assigned cases;
  • Demonstrated ability to establish and maintain effective working relationships with others;
  • Ability to communicate and work respectfully with people from diverse backgrounds;
  • Fast and accurate keyboarding abilities;
  • Ability and authorization to access Minnesota Department of Public Safety records/systems is required;
  • Access to reliable internet while working remotely.

Knowledge, Skills, and Abilities :

  • Knowledge of, and adherence to, court procedures, policies, and laws;
  • Ability to establish and maintain effective working relationships with co-workers, the public, judicial officers, and justice partners;
  • Ability to communicate concisely and clearly, both orally and in writing;
  • Ability to understand and follow verbal and written instruction;
  • Ability to handle confidential and sensitive information;
  • Ability to learn, adapt, and utilize technology;
  • Ability to maintain a professional and positive attitude through challenging circumstances;
  • Ability to exercise independent judgment;
  • Ability to work independently and as part of a team to achieve desired results and commitments;
  • Highly proficient in operation of a laptop, tablet and other electronic devices, and relevant computer programs and other court office equipment.

Preferred Qualifications :

  • Fluent in Spanish and English;
  • Experience with traffic, parking, and minor criminal offenses;
  • Ability to accurately update electronic records while meeting with court customers;
  • Familiarity with conducting Zoom meetings.

Rate of Pay :

The expected starting salary range is $ 34.06-$43.39 per hour ($71,117-$90,598 annually ). The full salary range for this position is $34.06-$52.72 per hour ($71,117-$110,079 annually).

All employment offers are contingent upon satisfactory results of a criminal background check and 2 nd Judicial District Court Bench approval.
