DESCRIPTION:
The Tenth Judicial District is seeking qualified applicants for a full-time Business Process Specialist to join the District Administration team in Ramsey, MN.
The Business Process Specialist position is advanced professional work providing business support and project management of process re-engineering efforts and technology rollouts in districts, documenting and assessing court operations and recommending improvements to unit workflows and use of technology, developing and delivering training, and working with state Business Practices and IT staff to troubleshoot business operations issues occurring in districts and align local practices with statewide standards and system requirements.
WHAT YOU WILL DO
The following are examples of major job duties expected of this position:
- Regularly coordinates local rollouts of statewide technology implementations for districts, and provides local project management of district-specific system implementations and small and large-scale process re-engineering efforts.
- Documents unit workflow and operational processes through observing and interviewing employees and/or leading group sessions with managers and system users to obtain information regarding the work of individuals and of the unit.
- Applies knowledge of court business needs and skills gained in formal training program(s) in process improvement methodology to analyze units’ current workflows and develop and present recommendations for changes in system use and operational processes to improve efficiency, effectiveness and data quality.
- Designs materials and job aids, often in situations where systems and procedures are new or are still in development, business rules and guidelines are not fully established, and significant independent research, active collaboration with other staff and business partners, and application of advanced business and systems knowledge is required. May produce materials for statewide use or use by justice partners, attorney firms, or self-represented court customers.
- Delivers in-person, online, and distance training and management presentations for a wide variety of technology and court business functions, including the newest and most complex court technology systems and business processes, across multiple areas of court business.
- Runs system reports, reviews for system and business process issues and possible areas for performance and data quality improvement, makes results available and assists management identify trends and address problems; may be asked to run or arrange for additional ad hoc reports as needed.
- Provides extensive work direction to other staff during projects or on an ongoing basis, facilitates meetings and business practice analysis sessions, and trains other staff to serve as trainers.
- Participates in and provides support to initiative-based and ongoing statewide committees and teams.
- Assesses and troubleshoots system user business problems, and escalates issues as appropriate. Responds to level 2 and 3 service ticket requests to provide business assistance for court systems users; notes system and performance issues that should be reported to management and/or analyzed further.

- Possession of a bachelor’s degree from an accredited college or university in education, information technology, court administration, public or business administration, behavioral science or a closely related area, and considerable experience in a trial court and/or training environment, or equivalent combination of directly related experience and education.

- Knowledge of the full range of effective computer and business process training techniques and formats for individual and groups of varying backgrounds.
- Knowledge of the computer hardware and software used in courts, including district-specific technologies and newly introduced modifications to the case management system.
- Knowledge of court procedures and business practices pertaining to the case management system and other court technology in multiple lines of court business.
- Ability to develop effective training materials and training documentation in a wide variety of formats.
- Ability to quickly learn new applications and processes and effectively impart this information to trainees with varying levels of skill and experience.
- Ability to manage projects and system implementations in multiple court locations, balance competing priorities and demands, and meet deadlines.
- Ability to provide work direction, lead groups and use initiative and independent judgment.
- Ability to establish and maintain effective working relationships, train and work collaboratively with administrators and other governmental agencies.
- Ability to communicate effectively, both orally and in writing.
SUPPLEMENTAL INFORMATION
- The expected hiring range for external hires for this position is $34.06/hour to $43.39/hour, based on qualifications, with a full future earning potential of $43.40/hour - $52.72/hour.
- This position follows a hybrid schedule, offering remote work with mandatory in-office days.
- This position is exempt under the Fair Labor Standards Act.
- Core business hours are Monday - Friday, 8:00am-4:30pm. Initial days off: Saturday, Sunday, and Court Designated Holidays.
