The Minnesota Supreme Court is pleased to announce an opening for a Court Administrator position. This is a highly responsible advanced technical and administrative role, reporting to the Chief Justice. The Court Administrator works with the Chief Justice, the Court, and the Court Commissioner, managing operational activities—including recruiting, hiring, and onboarding new employees, providing liaison services and policy development support, assisting on management studies, as well as preparation and analysis of reports and statistics.

Work includes assignments in areas such as personnel, office management, records management, purchasing, budget preparation, and analysis of work procedures and processes. Initiative and independent judgment are exercised within a framework of existing policies. Work is evaluated by the Chief Justice, with feedback from the Court and Court Commissioner, through conferences, personal observations, and review of reports.

EXAMPLES OF JOB DUTIES

This position oversees, participates in, and coordinates office administrative services such as personnel management, office management, and records/data management. Examples of duties in these specific areas are listed below, but job duties are not limited to these examples:

Personnel Management

  • Facilitates recruiting, hiring, onboarding, and offboarding of employees, residents, and interns in collaboration with branch human resources and the court.
  • Organizes annual orientation and training for 11 law clerks in collaboration with Court Commissioner.
  • Organizes periodic orientations for residents and interns.
  • Supervises and serves as primary point of contact for interns and residents.
  • Coordinates judicial executive assistants, including maintaining policies and procedures, ensuring backup coverage, identifying training needs and implementing training initiatives, and providing input to supervising justices for annual performance reviews.
  • Facilitates ongoing continuing education and training programs for all court personnel. Organizes team-building and other court activities.
  • Coordinates with human resources personnel regarding timely evaluations of court personnel. Reviews the work of court personnel. Evaluates work performance of assigned staff. Addresses personnel performance issues.

Office/Administrative Management

  • Maintains court operating procedures and manuals and conducts periodic reviews of the same in collaboration with the Court and Court Commissioner.
  • Coordinates centralized court scheduling and calendaring function for all arguments, conferences, meetings, and other court business. Liaises with relevant Supreme Court Administrator’s Office (SCAO) personnel regarding scheduling and logistics related to external court activities ( e.g. , visiting oral arguments at law schools and high schools).
  • Serves as primary point of contact for court website, including ensuring accurate and timely content and coordinating the posting of public court content and announcements.
  • Liaises with IT personnel to ensure that court technology is functioning properly and that issues are addressed promptly.
  • Serves as court’s primary point of contact for facility issues, including maintenance and security in the Court’s offices and courtrooms. Liaises with relevant SCAO personnel regarding facility issues.
  • Acts in a liaison capacity with other court and court-related departments or agencies and officials ( e.g. , Clerk’s Office, State Law Library).
  • Conducts management studies to improve workflow operating methods and procedures.
  • Serves on relevant Judicial Branch committees.

Records/Data Management

  • Prepares periodic reports regarding opinion status ( e.g. , monthly MACS reports, 90-day reports, dispositional guidelines reports).
  • Serves as court’s purchasing officer, reviewing and approving requests for purchases based on guidelines established with the Chief Justice; manages supplies budget and ensures that equipment is stocked and in working order.
  • Participates in budget planning, including assisting the Chief Justice with preparation of the Court’s operating budget.
  • Reviews and projects expenditures and assembles data for budget preparation and planning.
  • Maintains records to compare expenditures to budgetary limitations.
  • Prepares and provides recurring budget reports to the Court.
  • Prepares reports with analysis and recommendations; analyzes reports and statistics as assigned and provides evaluations and recommendations
  • Compiles data and prepares statistical and financial data and narrative information for various reports and special studies or surveys.

Any combination of training and work experience that indicates possession of the knowledge, abilities and skills listed below. An example of acceptable qualifications for this position is:

Minimum qualifications:

Graduation from an accredited four-year college or university with major course work in judicial, public, or business administration or related field, supplemented by considerable court experience or other administrative analysis experience.

Preferred qualification:

Advanced degree in law, management, or a related field, and/or substantial experience in court administration or public administration. Experience supervising staff is a plus.

Knowledge, Abilities and Skills:

  • Considerable knowledge of office management practices, procedures, and techniques.
  • Considerable knowledge of personnel practices and procedures.
  • Considerable knowledge of principles, methods and techniques of budget planning and expenditure control.
  • Considerable knowledge of court rules and applicable statutes.
  • Ability to analyze, assemble, and compile information for reports, special studies or surveys.
  • Ability to recognize, investigate and analyze a variety of administrative problems and to recommend effective solutions.
  • Ability to exercise judgment and discretion in applying and interpreting administrative policies, procedures, guidelines and regulations.
  • Ability to express ideas effectively both orally and in writing to multiple stakeholders.
  • Ability to follow oral and written instructions.

SALARY:

The expected starting salary range for external candidates is $39.68 - $50.60 per hour ($82,852 - $105,653 annually). The full salary range for this position is $39.68 - $61.52 per hour ($82,852 - $128,454 annually). This is an at-will position. No FLSA status is required for the employee per Section 13(a)(1) of the Fair Labor Standards Act; employee is not covered by any provisions of the FLSA and is ineligible for overtime.

SUPPLEMENTAL INFORMATION:

Position Logistics:

The position is classified as Court Administrative Manager I. Work will be performed predominantly during normal business hours, Monday-Friday. This work will be conducted in an office setting with occasional walking, standing, and bending. Occasional remote work may be a possibility. Office will be located at the Minnesota Judicial Center located in downtown St. Paul, Minnesota.
