Job Description
Upward Bound Project Director
MnSCU Academic Supervisor 1 (MMA)
Permanent, Full-Time
Minnesota North College is seeking to fill the permanent full-time position of Upward Bound Project Director at the Hibbing Campus.
This position is responsible for total planning and implementation of all aspects of the Upward Bound Program (TRIO Upward Bound is funded through the U.S. Dept. of Education, serving eligible participants from three target schools). The position is directly responsible for compliance with Federal regulations, budget management, formal assessment and reporting, outreach activities, and daily operations of the TRIO Upward Bound grant funding the program.
The Director of TRIO Upward Bound has accountability to the U.S. Department of Education for the development of comprehensive services to low-income, first-generation students. This Director is responsible for implementation of student services programs that Upward Bound student development, including counseling and advising. The project is currently funded to serve 60 Upward Bound participants (grades 9-12) through academic year interventions and supportive services and through summer programming, thus increasing the likelihood students will matriculate to college and complete a degree.
Salary Range: $30.10 - $43.59 hourly / $62,849 - $91,016 annually
Minimum Qualifications
  • Bachelor’s degree in education, psychology, counseling, or equivalent field required.
  • Three or more years of demonstrated successful leadership and experience in supervising professional staff, academic or academic-support, program development, and leadership.
  • High level of understanding issues of poverty and inequity, and demonstrate understanding the needs of educationally disadvantaged youth.
  • Excellent communication skills, written and oral, with internal and external audiences, and development of publications and recruitment materials.
  • Demonstrate a commitment to working in a culturally competent and respectful environment and the ability to effectively work with students, employees, and community members having diverse backgrounds.
  • Strong analytical skills in order to develop comprehensive programming to meet student needs.
  • High degree of resourcefulness, innovation, creativity, attention to detail, public relations, team building, problem-solving, and conflict resolution.
  • Ability to interpret federal and state regulations and analyze their impact on the college and its projects/programs.
  • High level of managerial skills in creating and maintaining data collection and documentation systems, schedule activities and conduct productive meetings with staff and stakeholders, and provide direction and assurance of successful completion of program projects, tasks and outcomes.
Preferred Qualification
  • Master’s degree in education, administration, counseling, social work or related field.
  • Student record system knowledge and documentation with a data base and yearly reporting.
  • Ability and interest in using current technologies to provide comprehensive services to students in an online environment.
  • Experience and knowledge with supportive educational/intervention programs (i.e., TRIO programs).
  • Background in proposal writing and grant-funded programs and projects, grant development, management and reporting; including budget development and management.
  • Background similar to low income and first-generation students served by program.
