Construction Coordinator
Minnkota Power Cooperative is seeking applicants for a Construction Coordinator at our headquarters in Grand Forks, North Dakota. The Construction Coordinator is responsible for coordinating construction activities, optimizing the efficiency and effectiveness related to the scheduling and allocation of associated resources, while minimizing constraints and identifying workarounds. The Construction Coordinator works closely with other departments by identifying needs, coordinating resources, planning activities, and tracking progress to ensure timely and safe work execution.
The Construction Coordinator applies knowledge and skill in a specific practice area that is typically limited in scope. Coordinates work for construction projects with few complex features, where standard techniques and procedures are used. Routine procedural proficiencies are still being gained, however there is limited broader experience to draw upon besides previous field experience.
The pay range for this position begins at $82,225 per year. Appropriate compensation will be determined based on a candidate's skills, education, and any previous relevant experience.

Essential Responsibilities
- Review and evaluation of designs, specifications, and other project documentation
- Assist in the review of bid package documentation and evaluate for accuracy, completeness, efficiency, constructability, and general alignment with industry standard construction methodologies.
- Review proposed construction schedule and evaluate for adequacy, efficiency, and alignment with overall project schedule.
- Review proposed material supply arrangements for overall project logistics and efficiency
- Assist engineering and procurement with RFP, bid evaluation, and contract fulfillment
- Assist with the development of bidder list
- Attend pre-bid and pre-award meetings
- Assist in the review of terms and conditions that affect construction execution, schedule, and milestone payments
- Review, evaluate, and approve contractor submittals (shop drawings)
- Review, evaluate, and request change orders as needed
- Review, evaluate, and approve milestone payments
- Coordinate construction and maintenance work performed by contractors and Minnkota crews
- Act as primary contact for work execution by the contractor with the expectation that multiple projects of varying levels of complexity will be required
- Reference, follow and adhere to Minnkota’s project processes and procedures when working through complex problems
- Collaborate with contractor to establish, maintain, and communicate work schedule
- Collaborate with contractor and system operations to Identify, coordinate and request required outages
- Collaborate with contractor, engineering and purchasing to track and receive construction materials
- Collaborate with contractor, engineering, ROW, and environmental on obtaining, tracking, and documenting information associated with all required permits
- Collaborate, track, and follow-up with contractor on any open requests for information (RFI)
- Collaborate with the safety department on safety requirements, safety meetings and briefings, safety performance tracking, safety incidents, and necessary follow-up or adjustments
- Collaborate with ROW for all required land-owner permissions, notifications, etc.
- Perform on-site construction inspection and quality control of work performed by contractors and Minnkota crews
- Provide oversight and inspection of contracted work
- Provide guidance when impactful decisions are required
- Ensure changes to design are captured through a drawing control process
- Develop understanding of regulations and legislation requirements as they apply to various aspects of projects
- Assure compliance with specifications, designs, work plans, workmanship, safety, environmental, and ROW requirements, including the review and approval of field test reports
- Identify and follow up on ROW concerns such as property damage, crop damage, and affected public complaints
- Manage and inspect Storm Water Pollution Prevention Plan (SWPPP)
- Collaborate and coordinate construction inspections performed by Area Lineworkers (utilized to support and augment construction inspection activities)
- Document and track final inspections, punch-list, and completion of close-out activities
- Coordinate, schedule, and document final engineer inspections prior to commissioning
- Develop, document, and verify completion of punch-list issues
- Approve final contractor milestone payment (including retainage)
- Obtain and review as-built documentation
- Perform contractor evaluations
- Evaluate and document overall contractor performance
- Collaborate with procurement on maintaining a contractor scorecard
- If necessary, recommend removal of contractor from approved bidder list
- Perform other duties as assigned

Job Qualification Standards
Education and Training
- Bachelor of Science in Civil Engineering, Mechanical Engineering, or Electrical Engineering from an accredited program or one of the following:
- An associate degree in a related field
- An Electrical Technology degree or Licensed Journeyman Electrician
- A Lineworker program certificate
- Must maintain a valid driver’s license
Experience
- Minimum of 3-5 years of construction or design experience; experience with electrical infrastructure projects is preferred
- Consideration may be given to individuals with a minimum of 10 years of applicable construction management experience that do not have an AAS or BS degree
- Knowledge of construction techniques, tools and equipment, and cost and workforce estimating for electrical infrastructure construction
- Familiarity with applicable design and regulatory codes and standards including RUS, NESC, NERC, and OSHA
