We are seeking an experienced Program Manager II who has a proven track record of leading a team onsite, generating actionable insights, and developing effective solutions to improve processes. They excel in managing multiple projects, collaborating with cross-functional teams, and ensuring compliance with relevant regulations and standards.
Position Summary:
This person in this position serves as the counterpart to the client program/technical manager for complex construction programs, facility rehabilitation efforts, or groups of projects.
The incumbent manages technical operations involving multiple projects and personnel at diverse locations. This requires knowledge of the substantive nature of client programs, agency missions, policies, performance objectives, program management principles, and processes. This individual organizes and coordinates the planning and delivery of all program efforts and is responsible for the performance of all program requirements. The employee meets with appropriate client management personnel, other program managers, and client agency representatives. Formulates and reviews strategic plans, subcontracting, and deliverable items and is responsible for the coordination of all functions of program staff. Actively applies quality assurance measures to the management and performance of the program/effort. Meets and confers with client management officials regarding the status of specific Contractor program/technical activities and progress to resolve problems, issues, or conflicts as required. The Program Manager ensures that program schedule, performance, and quality requirements are met.
Must possess excellent oral and written communication skills, with demonstrated capability of dealing with all levels of management personnel, task/project managers and client representatives.
- Must be a U.S. Citizen.
- Minimum Education: Bachelors in business, engineering, construction, or science with a minimum of 10 years experience in the construction industry. The incumbent should have a broad general technical and business background and previous project management experience on similar or related projects.
- PMP, PgMP, or Other Construction Certification is Desired.
- 10 years of experience in task management or program management.
- BS degree in a technical area of study (a combination of years of experience, education, training, and certifications will be considered instead of a degree). MS degree preferred.
- Plans, directs, supervises, and controls the execution of all assigned project's business, technical, and administrative functions.
- Performs other responsibilities associated with this position as may be appropriate.
- Should be familiar with the integration of engineering/technical aspects, as well as procurement and construction activities
- Capable of acting as the Company representative with the client and selected subcontractors during the program execution.
- Negotiate changes to the scope of work with the client and key subcontractors.
- Markets and secures additional work with clients.
- Responsible for following up on instructions and commitments associated with the project.
- Oversees establishment of Project Execution Plan, Quality Assurance/Quality Control Plan, and other documents as required.
- Able to work productively with limited supervision.
- Self-starter with an innate curiosity about mobile technology.
- Provide direction and management for small to large-scale projects and ensure on-schedule completion within or below budget per contractual obligations.
- Managing several programs at one time with annual revenue managed between 20 million dollars up to 60 million dollars.
